The argument : in Watts' case opened at Salem this morning before Governor Grover, upon a protest filed by Senator Kelly and others against the issuance- of a certificate to the alleged disqualified elector. Odell, one of the republican electors, said the electors did not wish lo argue the case, but would file a counter pretest. Kelly then read the protest filed by him December 2d, with accompany affidavits. Odoll read a loug couuter protest Betting Bet-ting forth tho facts and the law applicuble to the case, signed by republican senators. Kelly ttien argued the issue at length taking tho ground Watts, was ineligible at the time of the election, and the por-son por-son receiving the next highest number num-ber ol votes was entitled to the certificate. He cited various cases in support of his po?ilion. Several prominent democratic lawyers followed follow-ed him. Appearances indioate that the argumcnia will not be closed in time for a decision of tho question before tho time for casting the electoral voto to-morrow. It is generally conceded con-ceded by republicans that the governor gover-nor will not issue the certificate to either Watts or Cronin. Intense interest is centered in the action of the governor. |
