Washington. 26. -Secretary Delano to-day freely expresses the belief that the recent newspaper charges affecting affect-ing his official integrity are the result of a conspiracy to compel his retirement retire-ment from the cabinet. He is in receipt re-ceipt of numerous letters from Iriends in various sections of the country, advising him to abundou his purpose, formed as he has statea last Jail to resign about this time. The secretary now says that in accordance with this advice and with hia own judgment judg-ment of his duty to himself and- to the republican party, he haa postponed post-poned his resignation indefinitely. The postmaster general today issued an order cancelling all words ol contracts heretofore made in favor of Jervine J. Hinds, Patrick Laugh-lin, Laugh-lin, John W. DcUney, W. Weirs and Wm. Ciddins, these being the names contained in the proposals traudulent-ly traudulent-ly imposed upon the department by complicity with the clerks at the last regular letting. The order directs the contracts be immediately awarded to the respective bidders whose pro-po-tals are th-xi lowest m amount to the proposals thus rejected. There was a consultation at the executive ex-ecutive mansion between the president, presi-dent, Secretary Pish, Postmaster General Jewell and Secretaries Belknap Bel-knap and Robeson. It is the im pression that the conference was in reference to the successor to Attorney General Williams. The treasury department has decided de-cided that where gocds are imported under the act of 1670, for transportation transporta-tion without appraisement to an interior in-terior port, they are liable to duty under the tariff in force at the time ol their first an ival in this country and not under an act passed subsequent subse-quent thereto, but before their arrival : at the interior port. This decision i may involve i change in some important im-portant decisions heretofore made under the act of 1S70.
