Show WASHINGTON. Washington, 1. The secretary ot li:e trenaiiry has opposed the consolidation consoli-dation of the offic s ot fourth m,d fifth audit r on the ground turn a, uuiun won d be de'.nuieutjl to ih-; iuirt-Bt(f ol government. , Intelligence ol the arrival of the 1 Cambria ofl the coast ot Maine has j been officially comuiunn.aied to Urn government, but ilia inform am doea j not furii'ah the details uf her pretence ! and purpi se, which are mere matters of coniecture. The u-ival tbcer think the movements of the vebodl ru , aigniticant, as showing that in the event, of war between Russia and England, it would be found that the Cambria has on board both small arms and five or six rifled guns lor naval warfare to prey on British merchantmen, and that a declaration of war would be followed by the announcement an-nouncement that vessela in other parta of the world, similarly equipped and armed, would be found. The Ruesiau minister to the United S'.ates ia now in New York on business. The following ia thestatement ol thf coinage executed at the United States mints during April, 1S78. Pieces. V utile. This, he said, would result irom the recent deciaion of the United Stati'a supreme court, that the homestead home-stead law ia not gocd against old debts. Tburman, also, who was absent yts terday, powerlully reinforced the arguments ot Matthews and Iogalls that the bankrupt law should be ob taiutd as a protection for honest debtors during the trying period which will elapse between the present time and a resumption of specie paymentB. The amendment thus obtained a small majority of three, alibough two - thirds of the eame senators yesterday voted steadily in the direction of an immediate repeal. Sargent, Mitchell and Grover were recorded in favor of postponing the date of the repeal and Booth against a postponement. The bill was subsequently referred to the judiciary committee for the purpose pur-pose only ol perfecting the clause designed de-signed lo exempt pending bankruptcy cases from the euects ol the bill, and with the expiicit understanding that the bill shall be reported back in time for action by the senate tomorrow. to-morrow. It is generally believed tonight to-night that in the event of the senate's adherence to-morrow to the proposition proposi-tion for a postponement, the house wi.l either concur in it or compromise on some date about the 1st of Octo her. Certain well informed members mem-bers predict, however, that the reeult of the controversy will be an immediate immedi-ate repeal of the involuntary bankruptcy bank-ruptcy features apd an extension ol time for voluntary proceedings. The house made considerable progress pro-gress with the legislative, txecntive and judiciary appropriation bill today, to-day, and sustain', d the recom-mt-ridauona of the committee in every particular, although it waa clearly shown by tho republican minority that the clerical force, provided pro-vided for in some branches of public service, Buch as the general land-office, land-office, for instance, is manifestly in&dequate to bring up arrears ol business. The majority eeem determined de-termined to make a showing ol economy eco-nomy and to throw upon the senate the unjust opprobrium of extrava gauce for supplying the house omissions. A portion ol the bill adopted to day includes the items lor the expenses of government in the territories. The salaries of governors aud judges are uniformly provided lor at the rate of $2,600, and of secre taries at $1,600 per annum. Detailed restrictions are placed upon the expenses of the territorial legislatures. legis-latures. The councils being limited to nine members and lower branches to eighteen membera each. The compensation of membera ie fixed at $4 per day during sessions. The uumbjr and pay of legislature en. ploy 6 j are also minutely prescribed, prescrib-ed, with small maximum limits, and expenditures for public printing in any territory are in no case to exceed $2,500 per year. A neceeBily for such restrictions baa been abundantly manifested during late yeara, and the committee is doubtl ts entitled to I credit in this inatance tor one display t of economy that is genuine. |
