D., et al., for the establishment of charitable, industrial and reformatory institutions in the territory of Utah, Read and referred to the committee on education. Mr. Rockwood presented a petition from W. B. Dougall, manager of the Deseret telegraph company, for the payment cf $70.40 on account of telegraphing dooB fir the late territorial terri-torial school superintendent, Robert L. Campbell. The following communication was received from the auditor of public accounts: Herewith please find the report of the president of the .Deseret Agricultural and Manufacturing soc iety, for the two years ending December Slst, 1877, from which it will be learned that the society has paid all its indebtedness, and has a balance in the treasury amounting to oettr $1,500. Tho vouchers mentioned in financial xhibit on page 3 have been compared with the statement, and found correct; said vouchers are on tile in this office. ' On motion of Mr. Milner, the report re-port of the D. A, & M. Society was referred to tbe committee on agriculture, agricul-ture, trade and manufactures. Mr. Rockwood, chairman of the committee on municipal corpora tions, feuhmilted a substitute tor a bill for an act amendatoiy of aud supplementary supple-mentary to the charter of Bea7er city, and recommended its passage. Said substitute was laid on the table till called for. ! Mr. Lyman, chairman from the oommittee on revenue, to whom was recommitted H. F. No. 7, the revenue rev-enue bill, reported a substitute, H. F. No. 18. H. F. No. 18, substitute revenue bill, was read the first time, accepted and ordered printed. Mr. Preston presented the financial report of Cache county for the years 1876-7. Referred. A communication was received from the council, announcing that that body had phased C. F. S, "an act providing for the health and safety of persons employed in ooal mines," and forwarding ii to the house for its action. C. F. No. 8 was read the first time and laid on the table. A communication from O. H. Riggs, Esq., late territorial superintendent superin-tendent of district schools, Betting forth services performed by him beyond be-yond those prescribed by law, was read, and ordered to be printed in connection with the report of the territorial ter-ritorial superintendent of district schools. Mr. Preston reported the following, and the amendments were read and adopted : Your committee on mineral rssourccs, to whom was referred H. F. 15, "an act to puDish frauds in sampling, assaying, buying and selling ore and bullion," bi:g U-avo to rsnort tho same back with amendments, and recommund that it p.-d as amended. On motion of Mr. Wright, Messrs. Birch and Sharp were added to the committee on private incorporations, to act on tbe petition ot the Utah Mutual Tunnel aud Mining company.
