Sparks introduced the army appropriation appro-priation bill. Ho s.attd that it was substantially the bill which passed the last house, with the reorganisation features stricken cut. It retained the clause prohibiting lhe use of troops at the polls. It wao referred to the committee com-mittee of the whole and the house went into committee. A motion to reduce tho army lo 15,000 men was rejected, 53 to 119.
