A Washington speoial says tbe present attitude of the government govern-ment in regard to the Louisiana disturbances dis-turbances may bo summed up as follows: The acting secretary of war has instructed general Emory, in command com-mand of the department of the Gulf, not to use his troops in any looal troubles, except to enforce tho decisions deci-sions of tho United States circuit court, and in the event of tho disturbance becoming be-coming genoral,to await the requisition of the governor on tho President for troops, |
