Carpenter introduced a substitute for Sumner's amendment to the civil rights bill, conferring upon tho colored race nil civil rights, but excluding churches i -from being compuliorily opened to them. It led to a lively debato, in the course of which Sumner called Carpenter's Carpen-ter's bill an emasculated, feeble thing, and his own ono strong and healthy. Ho held that Carpenter's substitute showed disregard and disrespect for tho declaration of independence in general, and particularly of this amendment. Carpenter replied, intimating that Sumner Sum-ner rated the declaration of independence independ-ence higher than tho constitution, and defended his tCarpenter'E) amendment as a measure of justice which did not ' infringo on the constitution.
