Hon. Ooree A. li'jek. formerly private See-rutary See-rutary of the late (j.)veniur, lias al.o been appointed Secretary of Utah. The dispatch reads : Washington, Nov. 1. The I'ro.-i-d-Mit to-day appointed ernon II. Yaughan, of A aouma. to be Governor of L'tah, and Geo. A. Black, of Utah, to be Secretary of that Territory. We congratulate his K.vcUcmy, Governor Vaughao. on hid appointment appoint-ment to the Executive cliair of Ltah. By steering a straightforward course, such as has characterized his official cnecr as Secretary, keeping himself aloof fro in clique and party of every kind, and acting firmly as the Governor ot the whole people of the Territory, not of a .special cMf or a few, be will do much to smooth down ascerbities, reconcile difficulties and bring harmony har-mony out of elements that are at present t&mewhat. chaotic Governor Vaughan has a most excellent field opened for him to display his abilities as a statesman, and be has our best . and warmest wishes for a triumphant suc;ess.
