The Tint this morning morn-ing has the following dispatch, which, although not publi.-hed as special, appears ap-pears in no other paper: L-ondo'.i, Sep. 25. Intense excitement was created cre-ated in diplomatic circles here to-day, by the reception at. the foreign office of a note from Russia, saying that the expansion of the boundaries of Frusta compelled her to interfere i:i the present struggle ; tr.at Prus.-ia had consistently and persistently violated her treaties ; that to the rem nistrauces of the other powers -ho gave but insolence inso-lence ; and that ikw she had openly avowed her war on France to be one of conquest, for the aequi-ition of vast provinces which would make her the one dominant power of Europe. It was the duty of the other powers to check Prus-ia's po'.ioy of aggrandizement, aggrandize-ment, or prepare for ab-orotion in the German Empire Upon receipt of the note a special meeting of the privy council was held, which remained in session five hours, waiting to exchange dispatches with lxird Lyons, mini-ter at Paris. To-night it was openly stated sta-ted by an attache of the Rus-ian legation here, in the presence of' the Russian Mini-tei, that the movement on Turkey was a feint, and that d'iOOJi troops were now massed on the Prussian frontier.
