Sherman offered the following : The committee on finance is hereby instructed, in-structed, during the recess of j Congress, to carefully examine the existing system of taxation with a view to propose amendments to the House bill repealing certain taxes, now pending in the Senate, as well as to simplify and reduce the internal taxes and duties on goods now in force, and in such manner that the aggregate of such taxes shall not exceed "the sums required to execute the laws relating : to the public debt administered with jthe strictest economy, so that taxes shall be distributed to impose the least i burden upon the people. Casserly asked to have the resolu- tion laid over till to-morrow. Cole hoped the committee would in- elude in their examination a repeal of j the income tax. lie did not suppose J there would be any objection to the resolution. i Sherman said the resolution repie-! sented the views of every member of! the finance committee. The income j tax, he thought, was already covered I by it ! Casserly did not think there would j be any objection to the resolution, but i desired to have it laid over until to-1 morrow for consideration. It was accordingly ac-cordingly laid over. I The general amnesty bill, passed' yesterday by the House, was received : from that body, read twice and laid on j the table. Washington, 12. Cole offered a resolution for the ; printing of fifty thousand copies of the I President's message and the commis-! commis-! sioners' report on San Domingo; re- ferred to the committee on printing. HOUSE. Messrs. Strong and Starkweather, members eleet from Connecticut, appeared ap-peared and took the oath as members. Leonard Myers introduced a bill, supplementary to the acts to prevent the coolie trade, which wa.s referred re-ferred to the committe on foreign affairs. The bill provides that the U. S. consul, or consular agent, shall not deliver to the master of any U. S. vessel, intending to convey subjects sub-jects of China, Japan or any Oriental country, the certificate of voluntary immigration im-migration now required by law, if there be a contract on the part of such eoolirs for service in the United States longer than three months. Mr. Meyers also introduced a bill to provide for the adjustment and satisfaction satis-faction of the French spoliation claims, prior to the 31st of July, 1801. The House then resumed consideration considera-tion of the Senate amendments to the deficiency bill. |
