The following is the report and resolution reso-lution of the judiciary committee of the North Carolina House of Representatives, Representa-tives, impeaching Governor Holden of that State, as telegraphed to the New , i."ork Herald : That William VT. Holden, Governor of North Carolina, unmindful of hi-oath hi-oath of omoe, did. in July last, organize, organ-ize, arm and equip a military force, not recognized by and in euban-ion to the constitution of the State ol North Carulina, which miiiia.y force, to unlawfully organized, was not kept under subordination to and governed by the civil power, but was, bv the order or-der of the said William W. "Holden, Governor &s aforesaid, made para-mount para-mount to the civil authority: that tie said Wi liam W. Holden, Governor as aforesaid, did, in the months of July and August last, without lawful warrant war-rant and in defiance and subversion of the constitution, arrest and imprUou many of the peaceful and law-abidins: citizens of the State, depriving them of their liberties and privileges : and certain cer-tain of said citizens, so unlawfully arrested ar-rested and imprisoned, were caused to j be subjected to cruel and unusual punishments pun-ishments ; that the said William W. Holden, Governor as aforesaid, denied to citizens, unlawfully restrained of their liberties by his authority, all remedy to inquire into the lawfulness thereof, and, in defiance of the constitution, con-stitution, the laws and the powers of the courts, he supended the sacred privilege of the writ of habeas corpus, claiming that he was Governor by a supreme law, whereby he could deny the privileges of the writ when, in his opinion, the safety of the State de manded it. In view of the matter herein set forth, combining historical facts with statements and the records of the public departments and the courts, the undersigned members of the committee, who are a majority thereof, are of opinion that William . Holden, Guvernor of the State of North Carolina, he impeached of high crimes a;j J misdemeanors. They therefore recommend the adoption of the following resolution : That William W. Holden, Governor ol the State of North Carolina, be impeached of high crimes and misdemeanors misde-meanors in office. |
