Judge Rising, in Virginia City, Mevada, yesterday, charged the grand jury that it was their duty to enquire into the facts of tho hanging of Arthur P. Tlie Snn Domingo CommUtloD. Washington, 2S. Ex-Senator Wade, of the San Domingo commission, is quite ill with pleurisy. The report is still incomplete and unsigned, but all the points have been decided and will be submitted to the President within a day or two. While the commissioners were coming up on the Acquia Creek steamer yesterday, Fred Douglas was denied a seat at the dinner table by the officer of the boat, on account of his color. The commissioners indignantly indig-nantly left the table. The Mew York Tribunes Washington Wash-ington special says a rumor is current that the administration has decided to drop the San Domingo business, for the sake of harmonizing the party. The inference is drawn from a remark by Morton in the Senate yesterday, that if the commission report was unfavorable un-favorable to annexation, he should favor the abandonment of the project The declaration is thought significant, in view of the fact that tbe correspondents correspon-dents with the commissioners, all announce that the report is unanimously unani-mously in favor of annexation. Another corresondent says, it seems to be the general opinion of the commissioners, com-missioners, that annexation is certain to involve the United States in war with Hayti. Baez admitted Cabral controlled a thousand square miles of Dominica, contiguous to Ilayti, and acknowledged he couldn't protect the commissioners on a visit to that portion por-tion of the island. The impression is, that the report of the commission, when presented to Congress, will be really unfavorable to annexation. The New York "Times," and the New York "Ring." Mew York, 28. George Jones, publisher pub-lisher of the Daily Times, publishes a card emphatically denying that he has offered to sell that newspaper and property, or has ever negotiated for its sale. He adds that he will sell under no circumstances and at no price, un-td un-td the Times' war against the "ring" shall have secured an honest city government gov-ernment Meantime, if by Mew York corrupt judicial proceedings, such as practically confiscated the property prop-erty of the foreign holders of Erie shares, the Times should be hampered and tied up by a receivership, so as to silence its assaults upon the "ring," he pledges himself, associates and staff to immediately establish es-tablish another journal which, with the public, would still be the Times, even though under a new name. A majority majori-ty of the Times stock is known to be in the hands of Jones, and certain partners, part-ners, who have bound themselves under un-der a heavy penalty not to sell a share to outside parties. It is rumored, however, how-ever, that a small minority interest may be controlled by the enemies of the management, and used as a pretext to ask a receivership, and thus place the concern under the control of some friend of Judge Barnard or Cardosa; this course having been threatened unless un-less the Times shall cease its attacks on the local government and the judiciary. San Francisco, 28. The sale of the California Steam Mavigation Co's property, to the California' and Pacific R. B,, includes eleven side-wheel and thirteen stern-wheel steamers, forty barges, and twenty wharves and depots in various parts of the State. The first mortgage of the Southern Pacific road of California, for 82S,0U0,-000 82S,0U0,-000 to D. O. Mills, and P. C. Calhoun of JSew York , secured by bonds at six per cent gold,- paid semi-annually in .New l'ork, was recorded to-day. It recites that the company proposes to build the road through the counties of San Francisco, San Mateo, Santa Clara, Monterey, Fresno, Tulare, Kern, San Benardino and San Diego, to the Colorado river, seven hundred and twenty miles.
