Show OPENING OF THE UNCOMPAHGRE I I Report of the Conferees Is Rejected I Re-jected by the House VOTE WAS AVERY I A-VERY CLOSE ONE 1 BY THE SAME VOTE LACEYS 1 AMENDMENT WENT THOUGH I I Provides That the Title to All Lands Containing Gilsonite A phaltum etc Shall Remain in the Government and That the Secretary j Secre-tary of the Interior Be Empowered Ito I-to Lease the Lands Under Certain j Very Stringent Conditions t Special to The Herald Washington May 20Unless the t house on Monday reverses the action it i took today upon the question of opening ii I open-ing the Uncompahgre Indian reservation reserva-tion that question Is settled I By a vote of 59 to 6 the report of the conferees recommending the adoption adop-tion of the senate amendment was disagreed dis-agreed to and by the same vote the amendment offered by Mr Lacey on Monday was given to the conferees with instructions to secure a favorable report upon i Its provisions are a follows Provided that the title of all lands containing gilsonite remain in the United States and any citizen of the United States may make an entry of a tract of land containing gilsonite of the area of one mining claim of ten acres for the purpose of mining gilsonite and such entryman his heirs or assigns shall be allowed to retain possession of said claim and take gilsonite there from when paying to the United States i an amount to be fixed by the secretary of the interior for every ton of gilson ite mined or taken from said claim At any time the claimant or occupant of any gilsonite mine entered under the provisions of this act shall enter into any combination with any other person or persons to limit the production of gilsonite or increase the price of the same the secretary of the Interior is hereby directed to take passession of said mine and all the rights of the claimant heirs or assigns therein shall be forfeited and the secretary of the interior shall take possession of the same The secretary of the Irterior is hereby authorized and directed to make all necessary rules and regulations to carry this section into effect I is the intention hereby to prevent the acquisition acquisi-tion of such claims for the purpose of I in any manner withdrawing the same from use and the failure to operate any claim for a term of five years shall work a forfeiture of such a claim and no person partnership association or corporation shall acquire and hold by i assignment or in any other way more t than ten of such claims and a violation ji viola-tion hereof shall work a forfeiture of 9 i the claim so assigned or attempted to j be acquired and power to declare such t forfeiture is hereby given to the secretary sec-retary of the interior This section shall also apply to elaterite asphalt or other like substance provided further that the secretary of the interior in-terior in making rules and regulations to carry out the purposes of this act is authorized and directed to make such limitations and conditions in the time of the entries as will carry out the purposes of this act and for that r purpose shall limit the time of such entries to terms of not exceeding 20 years This same amendment was rejected on Monday last and if on next Monday Mon-day the house is constituted as it was then there is a bare possibility of its j being rejected again when reported If a good majority of Republicans are present and Mr Reid favors the above < amendment it will be adopted Mr King opposes it and states that he will continue to do so It is believed be-lieved the senate conferees will accept it Senator Cannon left for Boston this evening to visit his sister |
