man-ner at the realization that they were at last entitled to the sovereignty of statehood Today she will begin the practical march of statehood Her officers I of-ficers will take their seats and the I first law will be passed under a state constitution by the legislature in extraordinary I ex-traordinary session IT H be a momentous day and will be celebrated in a manner becoming its Importance 4 THE PARADE The first event of the day will be the grand inaugural parade which takes place in the forenoon and which will be the most imposing procession that ever paraded the streets of Zion The various divisions will begin to assem ble at the places assigned to them at 1030 and at 1045 all must be in readiness readi-ness to march At 1 oclock prompt Grand Marshal Burton will give the command arrives at the tabernacle the artillery company will proceed to the top of Capitol hill Capiol hi accompanied ac-companied by a member of the signal corps to be detailed by the officer in command Another member of the corps will be stationed on top of the tabernacle and when all is settled setted within and the governor arises to take the oath of office the artillery will be signaled and the Columbia and Star Spangled Banner GOVERNORS PROCLAMATION At the conclusion of the programme a proclamation by Governor Wells proclamwon Wels convening con-vening the legislature in special session will be red The governor ha decided upon this course owing to the fact that there Is nowhere any provision fixing the time for the assembling of the first I legislature He has therefore decided t call an extraordinary session forth for-th passage of a bill providing for lithe regular session The legislature will meet immediately after the ceremonies at the tabernacle and organize according to the sate agreed upon in > the Republican caucus Saturday The bill fixing the time of the meeting of the first legislature will ten be rushed through both houses and signet by the governor I has not been determined whether the bill will fix today as the < time to convene or t morrow I seems to be the general opinion of the members that the regular regu-lar session should convene immediately < after the close of the special session in order to bring the time for balloting for United State Senators a week from tomorrow which under the constitution would have to go over another week wec unless the regular session begins today I is very likely therefore that following follow-ing the special session the two houses will immediately reorganize in regular session under the same regime as the special one and proceed to business on the following day THE INAUGURAL BALL Those who attend the inaugural bal in the evening will see the interior of the Salt Lake theatre decorated as it never ha been before I will be a veritable fairy land a dazzling dream of multicolored lights and flowers flags and ornamental tapestry The skill of the painter decorator and electrician have been taxed to the utmost in producing this beautiful result re-sult and those who have had the matter mat-ter in charge will reap a handsome reward re-ward in listening to the lstening many expressions expres-sions of delight which will fall from the lips of those who participate in the festivities Midway between the south and north end of the dancing floor hangs an American flag with Utahs star in the blue union which is formed of 1000 incandescent lights of red white and blue so arranged as to form a waving effect which will be constant through the evening Above thIs flair in colors is the word Utah surmounted by the bee hive also in colors The effect is beyond description I must be seen to be appreciated ap-preciated Governor Wells and party will occupy occu-py a place on the right next the proscenium pros-cenium box which has been elaborately elaborate-ly fitted un for the occasion with the and The nations colors in silk gold furniture is of a handsome pattern especially twocured All round the balconies from pit to gallery are flags interspersed with ornamental or-namental stars and shields in red white and blue From the chandelier in the center of the dome droop artificial tapestries in the nations colors the whole combining combin-ing to make the scene one long to be remembered A change has been made in the loc tion of the musicians who will be hidden hid-den behind an array of flowers on the north end of the stage which ha been handsomely set for the occasion This gives as much floor space as Chris tiansens bal and insures ample accommodation ac-commodation for all time is 1 oclock Both lines promise that ample accommodations will be furnished The committees tonight will wear a I badge made of pure Utah silver designed de-signed by Mr Fred G Palmer The badge is ia star set within a wreath the whole pendant from a bar on which the sego lily nods its head On the star are the words State of Utah 1896 Inauguration Inau-guration These badges will rest on red
