Department Asking Ask-ing For Relief From the Oppression Oppres-sion Called Them Contributions Contribu-tions and Not Assessments NonPartisan Movement Said toe to-e Not Bead But Sleeping Other Political Platters of Interest Inter-est Yesterdays Herald created a sensation sensa-tion around the waterworks office when i arrived The charge that laborers were being assessed for the purpose of replenishing funds for campaign purposes hit home and there was a roar Archie McKay made extensive ex-tensive comments and the superintendent superintend-ent himself said things not altogether compIimentaiiy to this paper However this is not all An investigation in-vestigation will follovv Councilman Dale fs in receipt of a letter from an employee of the deportment in which the facts in the case as alleged by the men are set out and asking him to take some action in the matter The laborers in the department are tired of having to whack up I is related in connection wIth this case that certain members of the council coun-cil have been aware of thIs state ot affairs af-fairs for some time that recently one of them was looking over the payroll in the presence of an employee of the department and asked What do these pencil marks indicate opposite the names of the employees Two dollars and four dollars and the like 7 Thy dont you know asked the water derartment man That Is die campaign assessment which Is levied onus on-us every once In a while We are engaged en-gaged in payfiig off the debts of the Republican party You mean contributions dont you asked the councilman No sir I mean just what I said We do not contribute we are assessed The letter which Date ha alleges a great many things Perhaps a suit for libel WOuld follow the publication of the context but among other things the writer says that all Democrats and Republicans are being touched regularly reg-ularly and that he believes the job is being dane in the interest of certain candidates He says he dares not complain com-plain of the wrong for fear of being fired but asks Dale to take the matter up and look into I 000 I is expected that at the next metIng met-Ing of the council there will be a resolution lution introduced in which an Investigation gation of the charges made will be demanded de-manded I that event if the committee com-mittee on waterworks has a mind there will be several startling facts brought out Why a poor devil with a family should be compelled to pay tithing to a campaign fund is something some-thing beyond the ordinary comprehension comprehen-sion of mankind especially when members mem-bers of the Republican committee Bay there is nothing needed in the line of cash An expression on the part of several members of the council shows that the case will be gone Into and that several members of the water works crowd will be brought in to testify as to the methods used in collecting campaign cam-paign funds 44 > V I Michael John Oileara candidate for councilman in the Fifth precinct is I circulating around a great deal during these days He is renewing old acquaintances ac-quaintances and has practised giving the glad hand until he cannot meet a man without offering a shake Michael John is being aided and abetted by William Patrick OIMeara the present councilman in an able and efficient manner 000 i The candidacy of Uncle John B Dooly is to quote an expression used by the popular Grant H Smith during the days when he was running for a judgeship progressing splendidly But the statement in The Herald of yesterday yester-day is said to have caused Arthur Parsons Par-sons a great daal of anguish of spirit To have his DIana laid bare in public print is something Parsons does not relish Robertson however has gone to work with a renewed energy and from now on until the time the prImaries pri-maries are held may be expected to greet the early caller at the paying tollers window with a countenance indicative in-dicative of a short session of sleep 9 0 0 According to the statements made by an evening paper the nonpartisan movement is not dead nor sleeping It says The silence of the promoters of the nonpartisan idea In municipal government does not Indicate apathy or loss of Interest All of which Isnt what the writer meant to say at all Silence does indicate apathy and loss of interest although in this case it may not mean it The same paper Is authority for the statement that the conservative class fears the ward heeler and place hunter at the primary Why if this nonpartisan nonparti-san Idea has permeated all classes as thoroughly as was stated a few ward heelers and place hunters would cut no figure If the conditions are as stated the conservative nonpartisan element could turn out by the thousands thou-sands and overwhelm all opposition But the facts are that the nonpartisan nonparti-san feeling is confined to the few who want to control the business alfalrs of the corporation corporationo o < j > 1 Jack May of the nonpartisan idea it being stated that a > circular Is being prepared pre-pared In a well known publishing house which will be mailed to prominent people peo-ple as soon as completed urging them to take action in favor of the movement move-ment However there is no reason why anyone should fear this nonpartisan idea Men of both parties Who are high in the councils have declared against it saying the government of a cltyTs best when controlled by a party which has a pcicy while nonpartisan aggregations have no politics are answerable an-swerable to no one when their terms of office are ended they step down and out and no is held responsible for the blunders they have made They belong to no class have no affiliations and are altogether disappointing Experience has taught that they quarrel with each other and spend plenty Of 1 time and money in arriving at conclusions which when reached are nondescript I In character and generally unproductive unproduc-tive of good results There is no truth J i r r jjiij In saying that a set of men can be selected se-lected from among those who advocate nonpartisan ideas who willbe better j than those chosen from either party which makes
