Show SEMVTORIAL EXPLANATIONS Some one has said that our best conduct is that which needs no explanation expla-nation Accepting that doctrine as true and reading the longwinded explanations ex-planations which appear in the Trib uns special dispatches of yesterday from Washington in reference to the vote of Utah Republican senators one would be obliged to concede that their votes in the senate against the free silver substitute for the house tariff bill is not to be classed as their best conduct The circumstances are these When the house tariff bill came before the senate finance committee they substi tuted for it a bill for the free and unlimited un-limited coinage of silver which was reported to the senate On the 13th Inst the question came to a vote in the senate by Senator Morroll moving to take up the tariff bill which was I defeated by twentynine against i to twentyone votes in favor of it On this question Mr Cannon was paired with Mr Blackburn of Kentucky who would have cast his vote against tariff and in favor of silver and of course this commits Mr Cannon as being in favor of tariff legislation before be-fore silver Mr Brown being present voted out right in favor of taking up the tariff excusing his vote by saying say-ing that the senate ha passed one bill for free silver though he knew that bill was doomed to defeat in the house and on the further ground of being in favor of protection for the west Senators Mantle and Carter of Montana Mon-tana Senator Dubois of Idaho and Teller of Colorado voted against tariff and in favor of silver but in that illustrious lustrious company the Utah senators were not found The facts are interesting inter-esting mainly for the reason that they say to the people of Utah that in the opinion of our Utah senators protective tariff is a more important consideration considera-tion than free silver that is It is evident evi-dent from their votes that they are not willing to refuse tariff to the east until the country gets free silver in return This was scarcely to bo expected of the Utah senators after all the silver talk we had from the stump in ast falls campaign and the claims that were made for the friendliness of Republicans Re-publicans to silver In the meeting that ratified the Republican nominees for state officers Mr Allen is represented repre-sented by the Tribune as having said I hold that the chlefest question before be-fore this nation is not the tariff I never will be the tariff until the administration ad-ministration that is selling the bonds of the United States is turned down Following him on the same occasion oc-casion Mr Cannon said I was pleased to hear Mr Ale the next congressman from Utah affirm and unequivocally declare the issue We have served and will serve protection but the nation must and the nation will serve the cause of the wH sere money of the people I i evident that at that time the I money question was considered by Mr Cannon as the issue paramount but it is not so now to the extent at least of holding up tariff legislation until concessions are made to silver We did not expect that the Republican can senators would be under the necessity nec-essity soon of explaining their votes so |
