Show LETS MILITIA CATCH RtATH I j NO VOLUNTEER CALL UNTIL CONGRESS DIRECTS I Adjutant General Corbin Declared This In the Most Positive Terms I Fifty Thousand Expected Under First Call j I Washington April 16Adjutant General Corbin said today in the most positive terms that no call for volunteers volun-teers fur military service either others would be made militiamen or unless such a step is authorized by I and approved by the preslI congress dent He said that all the details of such a call rested in the hands of the I 1 ft h taonrit 1 president anu BU U1l < 10 Uv Corbin knew nothing had yet been settled in the matter beyond a decision de-cision to make such a call in case it became necessary and was fully authorized by the action of congress It was impossible for him to say at this time how many men are likely to be called out under the first call but in others quarters It was learned that the president has practically practi-cally decided In the event of legislation legisla-tion to that end to issue a proclamation proclama-tion asking for 50000 volunteers General Corbin said that If this was done the call would be apportioned appor-tioned acording to their population and Chat the organization of the force would be left entirely to the judgment of the government of the several states and territories upon which would also devolve the powers of selecting the different volunteer I organizations The war department recognizes the complete jurisdiction of the governors in the matter of organizing volunteer troops in their respective states 1 Serretary Alger in reply to < j specific inquiry on the subject snlii today that no call on the militia of the several states will be made by tho president until congress passes a resolution reso-lution of intervention This authoritative authorita-tive statement disposes of the rumors that have been persistently circulated during the past few days that a call of this kind will be made within n certain specified time t = iy 1 |
