ShafterQuota of the States Under the Presidents Call For 125000 Washington April 23The president today called upon the people of the I United States for the first time in 30 years to manifest their martial I strength the call this time being upon a united people to go forward to battle I with a foreign foe The secretary of I S war created a new army corps The two taken together with other news of the day showed that the regular army soon will move on Cuba and that meanwhile the volunteers will be equipped equip-ped and drilled The presidents proclamation while actually issued was not certified to the governors of the states and territories I and will not be until Monday The reason is twofold In the first place the war department desires to avoid destroying the present organization of the National Guard which is to be called into service first The guard regiments are composed of twelve companies com-panies and being officered more numerously I nu-merously than the regular army regiments regi-ments would have to be changed to correspond to the army organization in order to comply with the order as it exists M ADVANTAGE TO MILITIA TheH > n2tniHiill bill however provides pro-vides for meeting just such an emergency emer-gency and permits the use of the National Na-tional Guard as organized This consideration con-sideration is more important than would appear at first inasmuch as I many of the National Guard have volunteered I i vol-unteered only under condition that they may serve as now organized The I second consideration which influenced the department in postponing the certification cer-tification of the call until Monday is a desire to make sure that adequate arrangements ar-rangements can be completed by quartermasters quar-termasters and the comissary department depart-ment for transporting and feeding the large number of men called for This is no light task as the volunteers must be taken by the government at a certain cer-tain point in every state where they are to be collected by the governors THREE GREAT DEPOTS Telegrams have been coming from almost every section of the country to Secretary Alger from governors and militia officers conveying information as to the length of time surprisingly short in many cases that would be required re-quired by them to gather their forces ready for muster The men as fast as mustered in by regular army officers in the various states will be brought to one of three great depots namely Washington Richmond or Atlanta hTe they will be organized to meet I the requirements of modern army tactics tac-tics The fact that Richmond is named as one of these points is taken in some quarters as an evidence that Fitzhugh Lee is to receive a volunteer commission commis-sion either as one of the four major I generals or one of the nine brigadier I generals provided for in the volunteer till t-ill for it is believed to have been largely at his instance that Richmond was selected as one of the points of 5 concentration I PATRIOTIC OFFERS I In anticipation of the certification of thE nresidents call a vast number of j letters and telegrams have begun to I flow in upon Secretary Alger offering I the services of the senders as volunteers I I teers in the army So numerous are these communications that the secretary secre-tary has asked the press to notify the people that such communications should be directed to the governors of their respective states and territories as he has no authority under the law to accept volunteers directly WHAT IT MEANS The formation of grand army corps in the department of the south with headcuarters at the three suit ports is an evidence that the government govern-ment is to move upon Cuba at once with troops of the regular army leaving I leav-ing the volunteers just called for to be disciplined and worked into shape i for future use in the campaign The formal order for the creation of this grand army division issued at the war following orders Sf the president are published for the information and I guidance of all concerned 1 The United States troops assembled assem-bled in the Chickamauga national park will form an encampment to be known as Camp George H Thomas and will constitute temporarily an army corps under the command of Major General John R Brooke The corps will consist of one division of cavalry one division of infantry and I one brigade of light artillery The cavalry divisions will each be composed com-posed of nQt more than three brigades J consisting of three or more regiments each The artillery brigade will be composed of two battalions each comprising com-prising five batteries The corps commander com-mander will assign the senior officers present for duty with each arm to the command of divisions and brigades 2 The infantry regiments concentrated concen-trated at New Orleans La Mobile Ala and Tampa Fla are constituted consti-tuted divisions under the command of Brigadier General William R Shafter 1 > r Brigadier General John J Coppinger I and Brigadier General James F Wade I respectively The division commanders com-manders will form their divisions into I brigades and soldiers at the beginning of next week By direction direc-tion of the president the entire National Na-tional Guard of the district 1800 strong has been ordered to camp Monday morning at Soldiers Home under the command of Brigadier General Gen-eral Harris While it is the purpose of the war department to secure onlv national guardsmen as far as possible under the first call for volunteers the states where there are no National Guards or where the number falls below the quota stated In the call the states will be expected to supply volunteers regardless of their lack of organization organiza-tion In fact this must be done under the law On the basis of todays call for 125000 men the various states and territories including the District of Columbia will be called upon to sup rRlyeach the
