and he would protest j against any outsiders being admitted to competition There was too much of that kind of work on the joint II building Mr Young thought the board of public works would have j i in council was bound to accept ac-cept it His work was not done until the plans were completed according to the desire of the jail committee the council and chief of police i I Chief Pratt who was present was j granted permission to speak and explained i i ex-plained that all the architects duty i was to draw plans and specifications j I was very simple in fact an architect archi-tect was hardly needed j Lynn moved that the matter be j opened for bids which was seconded I I by Young which motion brought i i OMeara to his feet with a burning I statement to the effect that any such acton asked from the Stewart I iron works of Wichita Kan and I dozens of other jobs representSng j thousands of dollars I Corum declared the committee had t j acted according to instructirms and according
