municipal munici-pal county and state there is yet another Ie an-other proposition that Is engrossing considerable attention and that is the proposed removal of the county seat of Summit county to this camp A vote on the proposition will be taken I en November 5 and while hard work has been done by the finance committee commit-tee consisting of Messrs J H Deming J C Weeter James Farrell John I fJ k Shields W V Rice and E W Berry there is a lingering doubt in the minds I of many as to whether the scheme will go through To remove the county seat requires a twothirds vote of the peo t I rIt c I I A I I II II 1 I II I 1 I I THE PROPOSED COUNTY COURT BUILDING I I pie of this county If Park City should vote solidly there could be little doubt II but it is a fact well known that to I look for such a result would be sheer madness as the matter now stands Many and varied are the reasons advanced ad-vanced for and against the removal I The committee charge has issued the following Address to the People The reasons for its removal The people of Park City desire the county seat removed from Coalville to this city and realize that to secure that boon good and sufficient reasons must j be advanced why it is to the best interests t inter-ests of the people that the removal chould take place and also that they must give a perfect bond s a guarantee guaran-tee that any promises given by them will be carried out to the letter To that end the careful attention of all citizens is invited to the following reasons rea-sons why the county seat should be noved to Park City and the proof that I our people are thoroughly prepared to make good every promise The county seat should be removed I FirstBecause SO per cent of the population of the county reside east and south of Wanship I Second Because 90 per cent of the taxes exclusive of railroads are paid I east and soutlh of Wanship ThirdBecause Park City has almost I twothirds of the population of the county and pays almost twothirds of the taxes exclusive of the railroads Fourth Because Park City is the 4 ti > > commercial centre of the county 7 affording almost the only market for the farmersand therefore the most I convenient place for them to transact county business FifthBecause under statehood four i terms of court will be held each year ft in the county seat and the expense of tJIf providing a suitable court house and offices and maintaining the same must be metand it can be done far cheaper at Park City than at Coalville SixthBecause Park City will furnish SO per cent of the litigation and of course 90 per cent of the litigants and witnesses It will also furnish two thirds of the jurors and mileage fees will be saved the taxpayers SeventhThe county tax now is three mills the limit allowed by law as the following section 2008 session laws 1590 plainly show There Is hereby levied and directed to be assessed and collected annually beginning with the year 1S90 an ad valorem tax on all taxable property in the territory of Utah as follows Two mills on the dollar for territorial purposes pur-poses three mills on tRee dollar for district dis-trict school purposes such sums as the count courts of the several counties may designate for > district school purposes pur-poses in such counties not to exceed two mills on the dollar and such sums as the county courts of the several counties may designate for county purposes pur-poses not to exceed three mills on the dolar It is plain therefore that the present I rate of taxation millsdoes no more than pay present running ex fiT penpes consequently the increased cost of keeping the county seat at Coalville will be the means of building up a debt I upon vhich interest will have to be paid and the new constitution limits debt making as follows Section 3 article 14 No debt in excess of the taxes for the current year shall be created by any county or division thereof or by any school district therein or by any city town or village or any subdivision I subdivi-sion thereof in this state unless the proposition to create such debt shall ihave been submitted to a vote of such qualified electors as shall have paid a property tax therein in the year preceding 1 pre-ceding such election and c majority of those voting thereon shall have voted in favor of incurring such debt EighthBecause Park City offers to erect and give to the OOOthe bank being1 now secured there for J H DEJinNG Assistant Cashier The Proposed Building The structure that Park City proposes pro-poses to erectproposes to complete and turn over to the county is fairly represented by the blue prints that S have been scattered broadcast through the county and besides containing an J abundance of room for all purposes for which it will be used will be a credit j to the importance of Summit county i and grow to be the pride of its people It will be two stories high with basement j base-ment and has been planned with an I I eye to convenience and growing necessities S neces-sities The basement will be full size I and adapted to any use the county may I see fit to make of it The first floor I will contain offices for the county clerk I assessor and collector recorder and sheriff with suitable and commodious vaults attached a meetng room for the county selectmen and another for witnesses and other uses of that nature all being most convenient in location and well lighted The second floor will contain a court room 41x48 feet a jury room and judges chamber all being j in keeping with the needs of the hour I The building will be first class in I every particular and free of cost to the county II I I Agniiist It I As I have before stated the people of Park City are not a unit on the i removal and it is safe to assert that I Coalvilles vote will go solidly against it as also the vote to be cast by the I smaller towns adjacent to the greatcoat I great-coat mining town There are those also in Park City I who seem to fear that a 20000 or a I I 30000 building will be found to be needed and that the county will be bonded in order to erect it This objection I ob-jection is met freely in the address of the committee wherein it is promised pro-mised that a site should be given and j a complete building erected so that II j all the county would nave to put up would be the money to buy the furniture I furni-ture and it will not be necessary that Geddes and company should have a finger in the pie I Then again some believe it would increase taxes There are many arguments to be met by the committee but they are sanguine san-guine of meeting all to the perfect satisfaction I sat-isfaction of every voter of Park City at least If so there is agood chance of Coalville losing the county seat On the other hand the people of Coal yule are fighting the proposition tooth I and toenail and they appear to be sanguine san-guine of its defeat |
