Show I ALSO HAS ITS TROUBLES 1 I FINE POINTS RAISED I IDAHO I LEGISLATURE Tax on Sheep and Cattle Proposed i I Order to Protect the Ranges Railroad Project to the Seven Devils Country Looks Favorable De Lamar Strike Did Not Pan Out Special to The Herald Boise Feb 6An interesting point was raised in the senate this morning At a previous session in passing a bill making a small appropriation for entry of timber land there had been a very sharp contest with some irregularities in the proceedings These however were all remedied in the end by a two j thirds vote suspending the rules and the constitution to pass the measure Those opposing the bill filed written protests against the proceedings which gave in detail the various steps taken in committee of the whole The friends of the bill indignantly declared that under the rules a protest was an insult to the senate A senator has the right to present a protest with his reasons and have the same spread upon the I records When the journal was read this morning the point was raised that a senator had no right to give the proceedings p I ceedings in committee of the whole in any such document to be made a part of the journal Pr SflQ rrr loTSre sustained sus-tained the point of order after a long debate The journal was approved as amended by the ruling The senate adjourned at noon until morning The house held an afternoon session i I In the latter body a number of bills j I favorably acted upon in committee of j the whole were passed Among them j is a measure levying a special tax of I 20 cents a head on sheep and 50 cents a head on other stock belonging to nonresidents This is for the protection I pro-tection of the ranges Another bill passed which relates to tax exemptions and makes church property in excess of 5000 subject to taxation The senate sen-ate committee on state affairs which has had experts at work on the books of state for the past six years determined de-termined today to recommend the appointment ap-pointment of a commission to continue the work after the of afer adjournment the legislature The prospects now are that the rail road from Weiser to the great copper l district of Seven Devils will soon be built Joseph Johnston of the New York Construction and Equipment I company is now here He states his I company has taken a contract to build I 102 miles of road This contract is I conditional upon the result of an investigation in-vestigation he is now making respect I ng the route He is going over the i I I ground and I the conditions are found as represented work will be begun I be-gun by April 1 The Wei I ser Idaho and Northern railroad road company has been reorganized I the Merritts of Duluth selling out their interest together with all the lands I mining properties etc acquired by them in the county I is intimated that the Montana owners of the Seven I Devils copper properties are Interested in the railroad enterprise or that they have sold the mines to others who are furnishing the money for this project On this feature of the subject Mr Johnston refuses to talk but it is thought that the copper deposits than which there are no larger in the country coun-try contribute the great inducement for such a road Mr Johnston says that bonds to the amount of 3000000 for building the road have been sold The anticipated strike at the De Lamar mine did not materialize the men of wages accepting the companys reduction |
