Show THE CITY COUNCIL at last thursday evenings council meeting the mayor all the councilmen attorney and recorder were present A bill of for feeding 0 and taking care of a sick tramp was allowed D K davis mr davis was permitted to speak and said that mr james hack had kept tile the tramp under his instructions to do so and thought mr hack should he be paid for his trouble A bill of six dollars for collecting dog tax and distributing tags was presented by D K X davis and cut to and allowed A little discussion took place in the council in regard to allo allowing winer 0 some people to keep dogs without complying with the ordinance while others baa had already paid the required tax it was stated that the city marshal and his deputies were not required to call upon the people and collect the tax but that if they saw any dogs running about without a tag on that they were to take a witness to prove it and make a complaint to the city attorney who would make out the papers and sue parties for violating the ordinance anyone any one however can make a complaint to the attorney but must also have a witness it was further stated that the ordinance was not designed to have the city council kill dogs but that it was expected that the people would do that if they had bad any canines canines that they didiot did not want mr davis called forth the forgoing by saying that several persons in his beat said to him that they would pay tax on one of their dogs but the others they did not need and he could kill them the attorney explained that if the marshals had to collect the tax that the same would not pay them for their services and for the taus tags etc A bill of J C wood for services I 1 rent rendered alered as was referred back to him on account of not being complete X master J H barlow presented centea a bill of three dollars for services 4 rendered during the month but was not t allowed on the grounds that it was unnecessary work B L ab B association presented a bill fo for r for lumber locks lacks etc referred re berred to water committee committee committee on roads reported that the bill of of andrew grant for putting in a calvert was not a proper bill to bring against the city andrec and recommended ommen that it be not allowe which recommendation ommen dation was accepted and the bill not allowed it was stated stated that the culvert hat had be been en regarded by the county court as 01 one e aen fitting private individuals an and d that it had been repaired by t them be heretofore reto fore councilman stoker said that where the bounly road passed over a culvert the county had bad to keep it in repair but where private individuals had a culvert crossing the county road they themselves themselves were expected to keep it in order Tb jhb attorney said that he did not efant want to give it as his opinion but he thought that where roads were used as county roads that the county could be mad mada 2 to help to keep cul verts used by private individuals in repair heavier loads are arc hauled on such roads than usually are arc hauled over local roads it was waa stated staled that there was an effort being made to have the county take complete control of the county roads it was stated by one of the councilman that there was evidences to believe that our saloons wis was kept open sundays the attorney said that if the was kept open on sunday he thought the city marshal had bad neglected his big duty as he be as city attorney had instructed ted him to look the matter up and to spare no do pains if it took all the license money to enforce the ordinance di nance A resolution was passed that the ordinance in regard to merchants merchant taking out licenses be enforced it was also stated that the whole sum due for a quarterly license must be paid at once not in small sums in talking t about abating the entire unused water tax some claimed that a small amount should be kept in in reserve to put in bead gates and make such small improvements as might be necessary it was further stated by the same parties that it so happened that the water masters on the north side of mill creek had put in more gates than those on the south side and that it would be goodgo keep back enough money to put in those gates other members of the council said reserve nothing the people have asked to have us much of the money rebated as possible and they would be in favor of rebating it council adjourned to friday sept FRIDAY EVENINGS SESSION a the city council held a called meeting on friday evening sept mayor all the councilmen and recorder being present water committee reported on the water masters bills referred to them at the last meeting they recommended m ended that the respective bills be reduced as follows bills of joseph parkin from to 1917 bills of D K davis from to 32 50 bills of wm win prescott from 97 to bill of andrew grant 08 not reduced the committees report was accepted and bills allowed councilmen pace grant and hatch voting in the ani and stoker and briggs in the negative the following written report was presented and read on the above subject je ct we your committee to whom was referred the water masters accounts be beg leaf to offer the following report to wit we are of the opinion that in as much as the water masters will not as heretofore have to go from louse house to house to collect their fees and as their lias has been a general who lias has taken part of the labors from their shoulders and as the water masters have presented bills for extra services ser which lave have been allowed and in consequence of the shortness of the season owing to the inability of the council to get the alie water records in shape so that the hie water masters could issue tickets and whereas librea 9 the water claimants through their duly appointed committees and by petition demanded a reduction of the water tax and retrenchment generally we therefore respectfully recommend that the water masters be allowed five cents per acre on oil farm land and ten cents per acre on lots int ici plat A your committee made a careful chiv hiv esti es gation and estimate of ex pence to late date and find that the levy of per acre on farming land and per lot in plat A w will ill be ample to cover all ex pences on tile the various ditches respectfully submitted STARN HATCH chairman A motion to abate one half of the improvement tax was last stoker and briggs voting in the affirmative and grant hatch and pace negative had tile the above motion carried one third of the entire water tax would have benn abated A motion to abate all of the improvement provement pro nt tax was carried grant pace auff and hatch voting affirmative and stoker and briggs negative by request of stoker tile the
