lectures lec-tures at the university was delivered by Judge Judd at the art gallery last evening After a brief statement by Acting President Kingsbury as to the object of this course of lectures and a song > L by Miss Eva Winberg Judge Judd was introduced and throughout his lecture held the closest attention of the large audience Ballot Beform was the subject and i it was handled In a most Interesting and instructive manner Government Govern-ment said the speaker is the highest high-est form of civilization The strugr from the beginning has been for government gov-ernment one which would tend to the t highest interests of mankind and accomplish So ac-complish the greatest good to the greatest great-est number Public men in speeches and articles it have discussed tho subject of ballot reform entirely as to the mode and manner of voting It occurs to me that there is a deeper point to be touched upon than these < HIn our government back of the manner lies the method of voting f The speaker then rehearsed the history his-tory of the framing of our constitution constitu-tion and said that the government of the United States was the invention of v our own people The effort of the people of the thirteen thir-teen original states has been to preserve pre-serve their constitution ao first adopted adopt-ed and every act of the legislatures that oppose these is carefully measured + meas-ured 1 The Ideas in framing the government of the United States was to make the general government a government c I framed after the laws of the individual I individ-ual states Hence the endeavor to cling as closely to the original individual governments as possible X The king of England controlled the parliament and the courts and the constitution con-stitution of England is traditionary f The prime feature of our system of government is that it is invested in a judicial an executive and a legislative > power and that neither may exercise the power of the other and all are governed by a constitution not tr2 t ditionary but written which cannot r be set aside t The Supreme court of the United States the Supreme court of the territory e ter-ritory of Utah the district court of Salt Lake city the justice of the i peace are all bound to uphold the constitution con-stitution of the United States in its every phase Every attempt to get around it is an offense against the government Of all matters of government the z consideration of commerce and trade are all Important An attempt was made to hold a commercial convention conven-tion at Annopolis Md in 1786 but as I only five of the thirteen stats were represented it fell through The next year the continental congress advised the different states to send delegates to another commercial convention at Fhiladelpuia This convention wa held on May 20 1787 The speaker next quoted from the letter t France on the government of the United States We have he continued in keeping with these views of Mr Jefferson fortyfour states each of which has its own government gov-ernment independent of the other and intact yet all continuing to keep up the national government Every judicial judi-cial officer legislative officer cia ofce every legslatve ofcr every executive officer every military officer in the United States takes a oath before God to support this dual i form of government which moves along with a harmony and precision that cannot be cnnot surpassed The highest aim of human happiness that has ever been reached so far a we know in civilization Is in our government gov-ernment Still there have no doubt been civilizations reached by some forms of governments that we have not attained to What I have said proves if any thing that the direct effects of any government rests with the people I the people of each state say they will not send a delegate to Washington y and took no part in the national government gov-ernment this government would soon fall to piee All just powers of government gov-ernment are derived from the consent of the governed This government constructs a beautiful building on a perfect pleNo base and that base is the peo No official from the president to the most insignificent municipal officer can have a place in this government without the voice of the people Reuse to vote and this government will g 10 pieces utterly Without a good government what would this land of ours be The people would be at unrest and would feel that they were sot being governed i Any government Is better than no government is an old saying but give the people a good government and you will have a happy contented thriving nation I In studying government do not ben be-n at government and go down but look to the sources Every government I govern-ment i reflex and Is built uo on asocial a-social system If social I system is abandoned i social system Is a lazy government criminal vicious one so will be the v There can be no government with but the consent of the governed How trivial the manner of voting if we bave this in mind The ballot system in Virginia is quite piimltlve Here they simply go I to the polls and calling out their names state for whom they wish to i vote parties hence the great demand for more knowledge of the government govern-ment It is a shocking thing t estimate the number of men who sell their votes These are conclusions I have come t by careful consideration It has been brought to my attention asa as-a government officer that hundreds of men who have never been naturalized natural-ized vote in this territory It is the effect of our defective defectve immigration 9 tion laws that allows men to vote In this country who know no more about the ivernment than the apes and chmpaeest Africa do and In consequence con-sequence they can be steered to the polls and induced by ward bummers and scheming politicians to vote to their advantage Ballot reform is to reform the citizen I I had my way no man born outside of the United States should have the right of franchise fran-chise He could come here and we would protect him His children would have the right as born citizens but they would be educated net every foreigner vote and you wlli haxear
