I proper ways in which the federal government i prper gov-ernment may legitimately serve the i cause of agriculture He devotes considerable agculure he siderable space to a review of what regards a an anomalous partnership between the government of the United States and the governments of the respective spective states for the conduct and encouragement en-couragement of state agricultural colleges col-leges and experiment stations legs suggests that the stations be entirely en-tirely divorced from the department trly appropriated charged directly and the sum approprated rectly to them or the secretary should have some power t direct and restrain their disbursements so as to insure a He legitimate expenditure of the same adds that a thorough investigation should be made to demonstrate weather bureau It is stated the work is carried on with improved efficiency and economy The reorganization of the bureau partially effected is designed to modify expenses expen-ses and magnify the
