Show A MALICIOUS A3SAULT The House committee on publie buildings having reported favorably a number of bills for the erection of government buildings build-ings in different states and the Salt Lake bill not being among the number a narrow minded and contemptible correspondent of a local contemporary proceeds abuse Doles Dol-es ate CAIX as being responsible for the omission We are not surprised that the correspondent should send such stuff as be has shown on numerous occasions his vicious and partisan nature but it is a little aotonishing that the paper should publish the twaddle knowing as it does how unjustifiable it is There is probably prob-ably not a member of Congress who has labored harder for a public building appropriation appro-priation for his district than has Mr CAINE Ho has enlisted in this behalf some of the foremost members In either house and has done all that any man in his position po-sition could do We know that at times Mr CAISE has actually felt that his labors would be rewarded with success though it is doubted that anybody out this way over believed that the building so earnestly petitioned for and which is needed BO much would be conceded The truth is it is little else than a waste of time and effort to try to got a federal building for a territory terri-tory The territories never have been thus favored by either party The policy and the practice of all congresses have been against the proposition and if one house to satisfy importunate pleaders has r commended com-mended a building for a territorial city it has been donewith the tacit understanding that the other house would not concur In one or two instances we believe government govern-ment has erected an insignificant and inexpensive inex-pensive structure in a tarritory for a special spe-cial purpose as an assay office but in no case has Congress provided for a public building for tho accommodation of the courts the postofflco federal offices etc Wo all keep on asking for a building for Salt Lake and the Delegate urges the matter at Washington Wash-ington but what intelligent person expects to see the foundation trench for the structure struc-ture while Utah remains a territory Among politicians it is understood that these things go by favor requirements of the government and tho needs of the people not being taken into account Thero in not another olty in the Union which stands in greater need of a public building than Salt Lake and yet there are mighty few cities of even half the size in the states which could not secure a building easier than we A territory is absolutely absolute-ly without political influence It has no vote in Congress and none in the electoral college Its Delegate may talk on the floor of the House but all that he says is discounted before he speaks because there is no vote back of his argument argu-ment and back of him at his homo there are no votes which any party is bound to respect This confession is somewhat humiliating but it Is none the less true When Utah shall become a state Salt Luke will have no difficulty in securing an approprIation appro-priation for a public building but if Congress Con-gress ever votes a dollar for the purpose before admission to the Union the people will hold up their hands in manifestation of their astonishment Hence we say it is malicious to find fault with Delegate CAISE or any other territorial terri-torial Delegate because of a failure to procure pro-cure the passage of a federal building bi l We know that Mr CAINE has done his full duty in this matter both to Ogden and Sal Lake and we know he will keep on working work-ing though in our honest opinion his efforts j will be without results |
