Show I SENATORIAL COURTESY I I What insufferable nonsense is that I I traditional relic known as senatorial courtesy This great nation has spoken Its pleasure in several successive succes-sive elections It has voted that paternalism pa-ternalism pension frauds trusts robber rob-ber tariffs and the whole family of class legislation must go and that I government of by and for all not I some merely of the people must be I reestablished At the first opportunity I offered by a regular session of Congress Con-gress the popular branch began the reform and In short order reported I the Wilson bill which though by no means the Ideal Democratic measure I I is yet a substantial step In the right I direction The House unfettered by the rules which hamper the gentlemen I of the senatorial club put the measure i meas-ure through with commendable speed 1 Then going over to the Senate It became be-came tangled up in the meshes senatorial sen-atorial tomfoolery The Senate committee com-mittee for reasons which it may be able to explain but which are neither palpable to the ordinary touch nor I obvious to the lay understanding I I 11 iiik t > h plastered the bill over with three hundred hun-dred amendments mostly violative of principle but worse than this the amended bill must now be talked at for several hundred days If the present pres-ent rate be maintained at the expiration expira-tion of which hurricane senatorial courtesy having been fully satisfied a vote will be taken with a result that would be reached if the vote were taken tomorrow This Is government by majorities Minorities must be heard and their constitutional rights protected but any rules which through courtesy enable the minority to talk without any limit save physical endurance to the manifest mani-fest disadvantage of the political interests in-terests of the dominant party and to the injury of the countrys commerce are foolish and must perish |
