the city As the mayors gavel fell the Liberal drum corps set up the wail of anguish heard soften so-ften a couple of years ago which caused a smile to creep over the face of Anderson and a cold sweat to chase itself adown the spine of Lynn AX ALLEGED NUISANCE A L Shaw et al asked that the city take such steps as aro necessary to abate a nuIsance caused by tho City Creek Ice com any by use of lots 1 2 J and S in block ii plat C as a pond for putting up ice They allege that their property is greatly damaged by the action of the ice company and their residences rendered unfit for oc upancy Referred WANTS A QUIT CLAIM Josephine E Smith formerly Kimball asked a quit claim deed from the city to part of let 7 bloclc 94 plat A Referred AN EXTENSION GUANTED Mrs Emma Sconberg was granted an extension of sixty days in which to pay liOOS special tax for the extension of water mains TO WIDEN APKICOT STREET W L Dykes and others asked that Apricot Apri-cot street in plat E be widened as under existing circumstances the thoroughfare was practically useless as a highway Referred erred AN EXTENSION Of TIME The Salt Lake City Railway company asked an extension of time on franchise granted January 20 1891 in consequence of the fact that its rightofway was claimed and held adversely by private parties ANOTHER Dim Du Bois Williams asked to be relieved lieved from the contract concerning the plastering and concrete work of relief tank and house at First South street because of the intense cold and inclement weather They allege that if the city compels tho work to be done now it will cost several time the contract price FRANKS PATROL E A Franks asked that the commissions commis-sions of D Brown and J H Keen as I special patrolmen be revoked and that G B Marven and G J Ram dell be appointed special patrolmen Granted VJXT A REBATE Collier McCaffrey asked a rebate on heir liquor and merchants license They having gone out of business Referred NATURAL GAS FRANCHISES The chamber of commerce asked that the council grant franchises to any responsible re-sponsible individuals or incorporated natural gas companies who may make application ap-plication for the same at the earliest moment mo-ment that it can be done consistent with the safety of the public Received and filed STREET RAILWAT CROSSINGS The board of public works submitted a communication showing a blue print of a plan for the paving of street railway tracks on temporary grades which was adopted THE CITY ENGINEER The city engineer submitted his report for the quarter ending December 31 showing show-ing a payroll amounting to 6775315 expenditures ex-penditures on vouchers lv5S46 a total of 5001161 The receipts during the quarter quar-ter reached 73165 making a net expenditure expendi-ture for the quarter of SJ799G AHEAVY BILL Watermaster Harvey sent in his report for the quarter ending December 31 snowing snow-ing as follows Controlling irrigation water labor 84 05975 lumber and supplies81449556204 70 Jordan and Salt Lake cana1nnn 033 01 Parleys caualn 141 50 Total P3970 21 This brought forth a righteous objection from Hyde whovery properly desired to know how when and where the water master had spent 1020470for controlling irrigation water when no irrigation had been done for the past three or four months He wanted it referred to a committee com-mittee and thoroughly investigated It went to the committee on irrigation STANTONS ACCOUNTS CORRECT The committee to whom had been referred re-ferred the quarterly reports of Fire Chief Stanton reported them O K WATER WORKS MATTERS I The committee on water works recommended recom-mended That the petition of Ellen C and Margaret G Clawson and John W White j car for the extension of water mains be granted that the petition of S A Woolley i snd others protesting against the assessment I I assess-ment for extension of water mains on I I ground abutting on Ninth East and Eighth south on account of the mains being laid I I through a two rod street and that some of the property being in dispute be ranted until the street is opened and dedicated to I the city and that the collector and assessor be instructed to suspend the collection of tax until that time DESERET BANK SIDEWALK Two hundred and thirtysix dollars the cost of the sidewalk of Deseret National bank was refunded that institution G Paddock was allowed to grade A certain cer-tain streets at his own expense PARLEYS CANYON WATER Watermaster Harvey was instructed to pay particular attention to the water rights of the city in Parleys cafion it being reported re-ported that certain parties had taken upland up-land in that caiion with the intention of using water to which the city had acquired rights TO HOBSON W1LKERSON The report of the special committee recommending re-commending the payment of 6150718 to Hobson Wilkerson on account of Parleys caiion conduit was adopted DURING THE COUNCILS PLEASURE The Union Pacific Railway company was I granted permission to connect its track with that of the Utah Central at Third West and Eighth South streets and also allowed to lay track on Third Vest street from its line to an intersection With the Rapid Transit companys line on Fourth Southcorner of Third South and Fourth South also to lay a spur from the Rapid Transit companys line on Fourth South street up State to Washington square in order that it may haul material for the city and county buildings during the pleasure of the council THE NATURAL GAS FRANCHISE GRANTED The following franchise was granted to the American Natural l Gas company Section IBe it ordained by the City Council of Salt Lake city Utah That the saId city of Salt Lake hereby gives and grants to the American Natural Gas companja corporation organized and existing under the laws of Utah territory and its as igns as hereinafter spec I lied and provided for the term of twenty years from and after the passage of this ordinance the rfght and privilege of constructing maintaining main-taining and Operating pipe lines for the dlstri buiing and utilizing of natural gas for heat and fuel only in the city of Salt Lake prov ded that the rates to be charged consumers for such natural gas shall not exceed the sum of forty cents per thousand cubic feet as measured by standard gas meters and for the purpose of furthering and assisting said American Natural Gas company and its assigns in supplying said i natural gas the said Anerican Natural Gas company and its assigns are hereby granted I and given the light and privilege to use any I and all streets aveuues and alleys of Salt Lake I city in which to lay an 1 maintain mains and I service pipes for conveying and distributing said natural pas as aforesaid throughout said city provided that all streets avenues and alleys are speedily repaired and put in as good condition as they were bstore excavations were made and provided further that in the construction maintenance and operation of I said mains and service pipes tbe said grantee and its successors and assigns shall at all I times conform to such ordinances rules and regulations as may hereafter be adopted by the I I city council of said city In relation tuereto provided pro-vided further tint the right shall be and hereby is reerved to the city council at any tune after four years from the date of this ordinance or-dinance to reduce the maximum price that said grantee its > uccessor or assigns shall charge its consumers to 30 cents per 1000 cubic feetface face 2Thnt Salt Lake city shall in no way be liable or responsible for aay accident or damage that may occur in the construction or operation of said mains and service pipes by reason of the default or misconduct of said grantee its succesord and assigns or its cm plo ees and the acceptance of this grant shall I be deemed an agreement on the part of the said grantee for itself and successors and I I assigns to have the city harmless iroin and I a amst all liability loss costs expense and I damage of any nature arising out of any such I default or misconduct or which may accrue by reason of any accident or injury which may I occur in or by reason of tho construction or operation of said mains and service pipes and to indemnify and repay said city for any loss costs expense or damage of any kind it may I sustain by reason of any such default misconduct miscon-duct accident or injury and if any judgment damages for any such default misconduct I accident or injury shall be recovered against the said city the recovery thereof and the judgment therefor shall be final as between the city and the said grantee and its successors and assigns and conclusive as to the liabilities liabili-ties of the 1 tter to the former provided said grantee has had notice of the pen ency of the suit in which sad judgment Is recovered and had been given an opportunity to defend tho same Sec 3This grant shall be null and void if said American Natural Gas company or its assigns as-signs shall fail within one year from date hereof to lay mains and pipes from their gas j i wells tothe limits of Salt Lake city or shall I fail within eighteen months from date hereof to lay in the city of Salt Lake at least live miles of main pipe not less than live and five eighths inches in diameter or shall not be able I for a continuous period of sixty days at ant time after eighteen months from date hereof W furnish a sufficient ouantitv of naturjl gas to supply at least live hundred average families therewith for culinary and heating puri oses Provided however that any delay caused or time consumed by injunction ororder of court or any unavoidable accident or delay or ma licious interference shall neither be counted nor work a forleiture herein Sec 4Said American Natural Gas company or its assigns shall use only the best and most approved system or pipe for their mains and services Sec 5This ordinance shall take effect from its passage THE SALTAIR RAILWAY James moved a reconsideration of the vote by which the ordinance grunting a franchise to the Saltair Railway company was killed a week ago Young spoke in favor of giving the company com-pany a franchise as he now understood the scheme was a bona tide one that the railway would be built Ho asked that N W Clayton who was interested in the Saltair company be allowed to address the council Mr Clayton took the floor and made en earnest address Ho said the building of the Saltair road would prove of much benefit to the city there could be no doubt of that The companv was not tied to any one street It would like South Temple but wouldnt object to First South or any street which the council in its wisdom might see fit to grant Within fortyeight hours after the franchise is granted he said 1 shall be on my way east to purchase material for the road Parsons was in favor of putting tile road on Third South running from Sixth West street to the city limits Spafford also favored this Idea The ordinance was finally so amended I It requires that work on construction must be commenced within ninety days and the I road completed to the Great Salt Lake within one year There being several objections to the passage of the bill last evening it went over until next week when it will undoubtedly un-doubtedly become a law APPROPRIATIONS Salt Lake Power Light and
