Show The Idaho Constitution Question WASHINGTON March Representative Mansur on behalf of the of Iansur behal minority the committee on territories has fed a report presenting the objection to the passage of the bill for the admission of Idaho now pending In tho House In part the report says The precise point of difference between be-tween the majority and tho minority is this That the majority approve of the j provision which deprives a citizen of the I right of suffrage disqualifies him from 1 office and prevents him from holding ofce serving I serv-ing on juries for criminal conduct imputed to him when he has not been convicted con-victed of such criminal conduct while the minority insist that a citizen being otherwise qualified should not be deprived of these rights and privileges on account of an alleged crime unless ho has been convicted of such crime by some court of competent jurisdiction and where the penalty for such crime or part thereof is such qualification The minority while reprehending a much as any of the majority can reprehend the offenses of bigamy and polygamy and aiding aid-ing and abetting such offenses most respectfully re-spectfully submit to the House that a man t who i accused of bigamy aiding bigamy or f belonging t an association that encourages NI thesoffenses is a much entitled atrial Yr for the offense a the man charged with any f other offense We insist therefore that when Idaho i admitted it shall not bo with II a provision in her constitution which deprives de-prives citizens of the right of suffrage of the right to serve on juries and to hold office because of an alleged crime of which the party has not been convicted Shall Oklahoma Have Kansas Prohibition WASHINGTON March 12 The House committee com-mittee on rules reported a resolution set ting aside today and tomorrow for consideration con-sideration of the Oklahoma bill the final vote t be taken at i oclock tomorrow The resolution was adopted and the committee com-mittee went into committee of the whole on the Oklahoma bill Morse offered an amendment to the proposition pro-position on introduction of intoxicating liquors into the territory of Oklahoma until otherwise provided by law Lost Keller offered an amendment providing that the statutes of Kansas instead of Nebraska Ne-braska shall extend over the territory until the first session of the frst sessiol legislative assembly Picker of South Dakota strongly advocated advo-cated the amendment principally on the ground that it would extend to the new territory the prohibitory laws of Kansas Fitch said this was an attempt on the part of the advocates of prohibition to win in the House what they had lost in the te committee The laws of Nebraska where there was high license had been selected as a compromise Now the comproIe gentlemen whosehobby was prohibition attempted to extend over Oklahoma the Kansas law which state after state voted it would not accept The question was whether the House would override the unanimous vote of the committee in order to please a gentleman i gen-tleman who is an adocate of prohibition Funston declared that in Kansas there was not one open saloon He hoped the time would soon come when the Republican Republi-can party would champion the cause of prohibition as it had championed the cause of liberty Stewart offered an amendment as substitute sub-stitute for Kelleys motion providing that section 2139 of the revised statutes shall be in force in the territory until after the adjournment ad-journment of the first session of the legisla legsla tire assembly Agreed t On motion of Holmes an amendment was adopted providing that none of the lands embraced in the territory shall inure t the I use or benefit of railroad corporations except ex-cept the right of way heretofore granted Pending for further discussion the committee com-mittee rose and the House adjourned |
