| Show CONTEMPTIBLE Last week in the United States Senate Sen-ate Mr Allison undertook to make a point against the Democracy by alleging alleg-ing that the present administration had spent 95000000 more than its Republican Repub-lican predecessors This is the most contemptible kind of partisan politics and is unworthy a man who stood prominently forth as a Presidential candidate Senator Allison knows that not a dollar has been or can be expended ex-pended by the administration that has not first been appropriated by Congress Con-gress He knows that the Democratic House cannot appropriate a nickel without I with-out the consent of the Republican Senate Sen-ate If the House were disposed to be reckless extravagant or dishonest its hands are tied and if the administration administra-tion wanted to squander the public money it could not gratify its wish without the assent of political enemies Mr Allison must also know for it is a notorious fact that not a single appropriation appro-priation bill ever passes the Democratic House that is not greatly increased by the Republican Senate and Mr Allison is a man who never fails to vote for the increase If this administration has spent more money than its predecessor it is because Congress has compelled it to do so by making appropriations and if the money has been unworthily expended it is i because the appropriations were unwise or corrupt It is a wellknown fact that this administration has urged and pleaded for economy It has begged that money be voted only to worthy objects Mr Cleveland has frequently been served by Republican Congressmen and editors for refusing his assent to opportunities which he regarded as extravagant or unnecessary unneces-sary indeed his very attempt to enforce en-force economy is met by a Republican outcry In the face of what Congress has done and what the President is trying to do in the matter of the public expeu itnres it is suggested tiaat it is most contemptible partisanship for Senator Allison to charge the administration with extravagance It is the kind of politics which seeks to make a point against an opponent by conveying tone to-ne minds of the ignorant a wrong impression im-pression Demagogues can afford to do that sort of thing but the man who aspires to the Presidency should be above it |
