Show I ABOUT TELEGRAPHY A Bill Introduced by Senator Spoonfer Yesterday TO REGULATE TELEGRAPH 4 New England Snowed Under Catholic s 0 UniversltyThe TrHStH Power 1 t General News Notes4 I To RecnlataTelesrapb WASHINGTON January 2gThe bill introduced by SeaatorBpooner today to regulate comcierca carried on by telegraph defines in its first section the term telegraph company as used in the bill to mean persons or corporations engaged in interstate telegraphy between be-tween a foreign country and the United States Section two and three declare that all charges for telegraph s > rvice shall be reasonable and just and that it shall be unlawful for any telegraph company to give any unreasonable preferenceno advantage to any person corporation locality or class of business busi-ness to any unreasonable discrimina tion Jivery tlegrapn company shall i afford reasonable equal faci ities to I connecting lines and shall not discriminate discrimi-nate in their rates and charges between connecting lines Section four makes it unlawful for any telegraph company to enter intp any contract agreement or combination with any other telegraph tele-graph companies to divide between them the aggregate or net prozeeds of Turnings of such companies Section Sec-tion five makes it unlawful for any telegraph company directly direct-ly or indirectly by any special Tate rebate drawb ck or other device to charge or to receive from any persons or corporation any servi ethan e-than it charges or receives from any other persons or corporations for doing like and contemporaneous service Section Sec-tion 6 requires telegraph companies to publish tneir fates and to file with the inter State commerce Commission a schedule thereof and to notify the commission com-mission ten days beforehand of any proposed changes subject tu a penalty for disobedience The companies may be compelled by mandamus to comply with these requirements Sections 7 and 8 provide that utelegraph companies violating the provisions of the bill shall be liable to persons injured thereby for damages which may be recovered either by suit before the commission or the courts The remaining sections of the bill give interstate commerce Commission jurisdiction j over interstate telegraph I business fix the penalties for violation of the act authorize the commission to inquire into the business of telegraph companies and to investigate complaints com-plaints under substantially the same conditions as complaints alleging infraction in-fraction of the inter tate commerce law are now examined into by the commission com-mission |
