following report of the special committee on sewerage was read and adopted Your special committee appointed to inyestigate and report upon a plan of sewerage for Salt Lake City respectfully respect-fully state that we have made a thorough examination of several sysr wml and arp satisfied themost suitable for this city worildbe an Improved form of the pipe system As SOQn as this decision was rrved at welmme diately engaged the services of a competent com-petent and experienced firm of sanitary engineers Messrs Lowrie and Aull of Denver under whose direction and supervision the successful Denver system sys-tem of sewerage was constructecl and co we now havepleasure in handingtdthe 7jt 7 i 1 11 q Council plans details and specifications of the system we recommend for this city In preparing plans and estimates 1 two methods of sewermgwitnin Sthe fire limits are shown one with laterals running through the streets north south east and west ultimately ulti-mately with the main or intercepting sewer on Fourth South Street andthe other with laterals round thinterior of each block connecting with laterals running north and south on fcecoixi East and First West Streets and ultimately mately connecting with the main or intercepting sewer on Fourth South k Street The first method is estimated I to cost sewer laterals 29500 house connections 13l 000 total 160500 and the second sewer laterals 35 700 ° house connections 51300 total 70 Both estimates however are exclusive of the main or intercepting sewer Sfhich will cost an additional 25000 Ihch the cost of this main or intercepting sewer is the only amount be paid ont of the city treasury while the cost of the laterals and house connections will be borne by the property owners in each sewer district The 7 lans not only give the location of the main or intercepting sewer laterals and connections con-nections togetuer with estimated cost of same but they also show elevations at variouspoints and details of every part of the system The specifications and estimates are very full Bad we have reason to believe sufficiently accurate to give the maximum maxi-mum cot of the W9rk ao far as pro jeote j < We are satisfied that the system sys-tem as detailed in th drawings and specifications accompanying this report re-port and forming part hereof is not only the most economical ajid practi calfbut is1 best adapted to the wants of our city As to whch of the methods the exterioror interior laterals shall be adopd we make no recommenda 1 ios at this time believing th tlbe matter should be largely determined by the property owners who are to bear the expense The system however is the sania inboth v Upon examination of the cify charter your committee are satisfied that the corporation has the power to levy a local district tax on the property to be benefited sufficient to defray the expensesvof constructing con-structing sewers and tke < ping them in repair We therefore recommend First that the system as reported be adopted by this Council second that as soon as practicable the method of laying the laterals be determined third that commissioners be appointed to adjust the necessary tax upon the wr property tobe benefited and fourth Jtoat the work be commenced and S pushed to completion without delay it v Respectfully L v J W W JILTER 4 U FRKCISrARMSTBONG l 1 J I V FRANCIS
