For nearly the first time in the session ses-sion the Councilors found material enough to occupv them all the afternoon after-noon and as a result put in their first big days work The barb wire fence bill was one of the bones of contention and it received a great deal of the same treatment it had previously suffered at the hands of the House In the House business was rushed through with the usual promptness and a full account of the important work done is enumerated below COUNCIL The Council was called to order at 2 pm yesterday all the members being I present except Mr Smoot COMMUNICATIONS jug the oode of civil procedure in relation rela-tion to eminent domain The bill was rend for the first time and referred to the committee on judiciary REPORTS The committee on enrollment reported re-ported that C F14 and C F 15 had been properly enrolled etc and sent to the Governor for his actior thereon The committee on judiciary to wnom was referred H F 35 a bill providing for the selection of jurors recommended recom-mended that the bill be placed upon its passage Auopted The committee OT agriculture to whom was referred H F 27 a bill for iu act relating to the construction maintenance judiciary THE ELECTIVE FHANCHISB H F 24 a bill for an act to prevent crimes against the elective franchise was then taken up and passed under a suspension of the rules H F17 was read for the second time and filed for third leading I H F 27 the House bill in relation to barb wire fences then came up and Mr Bryan spoke in favor of it MH WOOLLEY was opposed to the bill because it was urjust to the farmers MB OLSEN said he had t ken the trouole to inform himself as to the wants of tho territory and from the information received was of the opinion opin-ion that the bill WitS a good one and should be passed itiE HOWE Wits opposed to the bill because it was all iu favor of the cattlemen cattle-men and against the farmers MR MARSHALL thought the bill was imnroper ligislatum and ought not to pass MR WOOLLEY moved that Section 1 1 of the bill bo btrickeu out The motion I was lost After son further discussion the Council adjourned HOUSE Unfinished business first claimed the attention of the House it being H F 48 in reference to animals running at large After some little discussion the bill was recommitted to the committee on judiciary FROM THE COUNCIL Communications were received to the elrect that the Council had passed C F 25 a bill amending section 1175 of rbp code civil procedure H F 25 a oill amending title 12 chapter 2 section sec-tion 85 of an act revising the code of civil procedure of Utah Territory relating re-lating to appeals from justices courts also with amendments H F 41 a bill amending chapter 1 title 12 of the code of civil procedure The amendments amend-ments were concurred in save one and the Council so notified FROM MK BLANDIN MR HOOE presented a petition in tho shape of a letter from the Utah Penitentiary Peni-tentiary signed by Charles F Blandin ntui calling attention to the defect in nUl laws which deprives persons of a speedy trial and citing his own casein case-in argument Referred to committee on judiciary THE BABBIT PEST MB JONES presented the petition of Joseph Kobbins and 117 ottiers residents resi-dents of Dox Elder County praying for a bounty for the extermination of the nestiferous jack rabnit and complaining com-plaining of the damage done hy the longeared thieves Referre the committee ou bgriculture THE LOCAL OPTION LAW MR CBKEB presented several more petitions from the citizens cf Ogden Salt Lake and other places praying
