Show To Indemnify the Chinese AVAsniKGTOs1 April 22 Senator If or I gan from the Committee on Foreign Relations reported a bill to indemnify the Chinese for losses and damages inflicted in-flicted upon them by the rioter at Rock Springs Wyoming Territory in September last It authorizes the President to designate not to exceed three officers to investiKt B < lUJcj the testimony 01 witnesses as to the nature and extent of the damage done to the persons and property of the Chinese and in connection therewith they may consider the testimony already al-ready taken and reports made sublect to crossexamination of witnesses if deemed necessary and such other proof as may be submitted by the government of China They are required to report estimate of the damages sustained by each person and submit the testimony to the Becretarv of State within three months whicn time may be extended to six months by order of the President and the same shall be examined by the Secretary Secre-tary of State and thereupon the President Presi-dent shall award to each person injured the sum that he shall consider to be I just in view of the evidence and report presented to him The aggregate so awarded by the President not exceeding exceed-ing 15000 shall be paid by the Secretary Secre-tary of the Treasury to the Chinese Minister Washington in full satisfaction satis-faction and discharge of injuries to the persons and property inflicted upon the subjects of the Chinese Empire I II I |
