Show LATEST J TELEGRAMS I TUE Cfl1NESEBTlL j g Washington Classifying the greenback members according to their usual political qualifications on positions not involving financial finan-cial issues an analysis of todays vote on the passage of the new Chinese Chi-nese bill shows that 107 democrats and 94 republicans total 201 were recorded in the affirmative and that 31 republicans and 3 democrats total 37 voted in the negative These 3T out and out implacable and dyed in the wool opponents of any restrictive or antiChinese legislation are to be credited geographically geo-graphically as follows Mnsguclw setts seven Vermont iwd few Hampshire three Maine and Connecticut j Con-necticut one each New York seven Iowa five Ohio four Wisconsin Wis-consin three and New Jersey Pennsylvania Indiana and Tennessee Tennes-see one each The democrats dissenting were Brogg of Wisconsin Wiscon-sin Hadenburg of New Jersey and Morse of Massachusetts The last named member made his opposition very conspicuoas erly this afternoon after-noon and nearly succeeded in preventing pre-venting any action on the Chinese bill for several weeks by interposing an ob ction to Pages request for unanimous consent to have the committee com-mittee on education andlabor called in advance of its regular turn bat Page overcame the difficulty in ama a-ma ner which entitles him to great credit There were seventeen committees com-mittees ahead of the education and labor committee each of which had a prior right to offer one bill or reso lution for passage under a suspension suspen-sion of the rules and each of them might consume atleast threefourths of an hour in the half hours explanatory explan-atory debate allowed on each motion and the time required for the quickest possible roll call When therefore it was found impracticable im-practicable to advance the Chinese bill by common consent the prospect pros-pect of getting it before the House in regular order for passage under a suspension of the rules during Mondays session even if thislegis lative day should be extended by recess re-cess until tomorrow morning seemed hopeless Page however was determined that the labor and energy expended in pushing the bill through the committee last Wednesday as a means of procuring its passage today should not be rendered useless without with-out exhausting the possibilities for success and he thereupon appealed d to the republican chairmen of all the seventeen committees each in turn not to take advantage of to days call and thus gave him a chance on behalf of the committee on education and labor to offer the Chinese bill The earnest personal appeals had the desired elect for only five ef the seventeen commissioners made use of their privilege and the Chinese Chi-nese bill was brought before the House without further difficulty at about the usual hour for adjournment adjourn-ment The subsequent proceedings which are fully reported elsewhere were very animated and at times exciting but from the moment that the bill was declared to be before the House there was not a question in the mind of any one in regard to its triumphant passage but a contest con-test simply for advantage of political politi-cal position and a general scramble among men of all parties to exhibit their superior decision in the same cause I |
