Interesting Items fM f f I J g i Conespondcnce of TIrE HERALD CITY OF MEXICO NOV 20thJLSS4 Believing that a few lines giving the existing state of affairs in and around this city will be of interest tbf vjour readers I will endeavor to give a short description of what has taken place the last few days The city has been in a state of considerable con-siderable excitemcn the past week and instead of abating it seems to be on the increase until it has become the cause of some alarm It appears that years ago there were several English merchants doing business in this country coun-try and on account of the devastating effects of the many revolutions the country underwent they in common with many > Bothers were financially I mined Subsequently the English government I gov-ernment took the matter in hand and estimated their loss at something like i 80000000 and demanded that the Mexican 3 Mex-ican government indemnify the loss j The Mexicans claim this estimate to be double the amount the English subjects I actuallysi tain However the subject I has been up hi Congress and the propriety I pro-priety acknowledging has been freely free-ly discussed It seems that the government authorities author-ities generally and the majority of the members of Congress deem it wisdom I to acknowledge the debt while j > artof Congress with the entire populace at their backs are decidedly opposed to it This is one of the causes of the present disturbance Another is the inauguration inaugura-tion of Presidentelect Porfirio Diaz takes place Decemberlst and many are bitterly opposed to his administration and doing all they can to prevent him from taking his seat The result is rioters riot-ers have been at work the last four or live days destroying property to a shameful extent Street lamps and electric lights have been demolished in the principal streets and the city is comparatively left in darkness Saturday night a popular demonstration demonstra-tion was made by the students of one of the National schools against the I congressmen who voted in favor of acknowledging the debt they assembled I in front of Congress Hall two blocks I west of our place of residence where they made night hideous with their shouts of death to the fomentors of the bill and death to President Gonzales J Gon-zales and other kindred threats The rural guards and police combined II charged the mob killing five or six of them and wounding several others and also made about fifty arrests Considerable i Consid-erable excitement prevailed on Sunday but no outward demonstration of note II Monday evening the matter took more serious aspect The mob assembled I and marched to the residence of General Gen-eral Diaz and demanded that he come out and state his position in the matter but General Diaz for reasons best known to himself did not appear so the crowd left going up the principal streets demolishing de-molishing windows lamps and everything every-thing that was capable of being destroyed destroy-ed A company of cavalry in connection connec-tion with an organized force of police met the mob and opened fire upon them killing fourteen and wounding many others This dispersed the crowd for the present Tuesday evening a dramatic scene occurred in Congress During the session the house was strongly guarded l by a batallion of infantry at the same time there were many spectators in the house and while debating firing began outside and in a second the parliamentary body was thrown into wild confusion The people supposing those outside were trying try-ing to enter the building began crowding over on the Congress floor with cries of They are fighting in the street and Death to the treacherous deputies It was pandemonium for a short time until the president of the house succeeded in quieting the panic and explained the cause of the shooting that the populace had thrown them elves on the guard but were repulsed by the latter opening fire upon them Amid confusion Congress adjourned E till next day Yesterday all the pulque shops in the centre of the city were ordered closed thus shutting off all spiritual inspiration inspira-tion from the lower class Congress was strongly guarded by both infantry and cavalry and held secret session which I added fuel to the fire Last evening it Deemed as though Satan with all his hosts had been let loose bands of rioters were in different parts of the city carrying on their destructive work while troops were constantly patroling the streets I trying to quell them The street herein here-in front of Our house suffered with the balance from the balcony we watched the crowd as they passed by on their destructive march and immediately after came a com any eft > cavalry who I overtook them and engaged in some shooting but what the result was is 11 difficult to say as it was unsafe to be in the streets and we preferred being under un-der shelter during the storm This i morning things are more quiet But difficulty dif-ficulty is feared this evening as many people are comingin from the surrodhd ing country and the revolutionary spirit is rampant Troops are also centering here from the surrounding neighbor hood and trouble is anticipated at the inauguration of General Diaz r Friday 21st Congress met at 4 pm yesterday and by acclamation the bill was deferred till after inauguration of the new administration thus the mob or people are so far victorious The wildest oxcitiment prevailed around Congress Hall until the result of the session was made known The streets were blockaded in all directions by the surging masses Troops lined the streets around Congress to prevent people from approaching the building while 300 police were stationedinside No shooting shoot-ing was indulged in but several were made to feel the sharp edge of the sword One cause for tabling5 the bill is its fomenters began to realize what dangerous danger-ous ground they were treading on Many of the soldisrs 3000 of the rural guards and other cavalrymen under General Gutierrez revolted and left Tlalpam a garrison in the suburbs for Ajusco Other garrisons pronounced in theafternopiyand A revolution seems inevitable but perhaps the action of Congress will have a tendency to quiet them A telegram was received late last night that the garrison at Vera Cruz had revolted Also that they have been revolutionizing things at Tepic down on j the Gulf coast for some time past and a great many of the troops from the capital are there at present and have had some heavy engagements according reports W Yesterday the house of exGovernor Fernandez was pillaged and then destroyed I de-stroyed by fire The mob also undertook under-took to destroy the printing office of La Libertal but the large doors were securely fastened and after firing a few shots tnroughcthe upper windows were Driven off by the police and soldiers It is impossible to state the number killed as newspapers are very quiet and do not publish anything that is calculated to increase the flames It is generally believed that the action of Coii esswill allay the local trouble and perhaps have a quieting effect upon the revolutionists But it will require a wise head and judicial policy to avert the storm that is now coming on Whether Presidentelect Diaz will be equal to the task remains to be seen Bros Stewart and
