Show TELEGEAPHIO S 11 iMternal Kereawe Report WaihiDgton 29 Internal Revenue Uommmioner Rum in his annual report re-port repeats his recommendation of last year that the tenure of office for collectors collect-ors be fix d at four years The commissioner commis-sioner details the work done in connec tion with the additional taxes due from banks and shows there has been already ascertained to be due 722705 from seventy banks in Chicago New York Baltimore Boston and Philadelphia a considerable portion of which has been collected and paid into the treasury ether collectors have been instructed to examine the banks of their respective districts regard to their liability for i the additional tax The commissIoner sayshe is satisfied large additional Bum are due government from this source The attention ot Congress is culled to the idea of individual stamps for cigars The amount of distilled spirits in distil lery warehouseson the 1st of November was 60000000 gallons an increase of 3400000 gallons over last year Thereat < < The-reat bulk of these spirits is held in Ken tucky and they are chiefly what are known as sour mash whiskies The Too amount in warehouses on July 1st 1881i produced in the year 1879 wits 3127652 gallons the tax upon which will fall due during 1882 An increase in the salary of the deputy commissioner and he ds of divisions is recommended The total amount collections from to bacco for the fiscal year ended June 30 1881 was 42854991 This amount includes in-cludes the collection of internal revenue imposed imported manufactured to bacco snuff and cigars and special taxes paid by manufacturers of tobacco snuff and cigars and by dealers in leaf and manufactured tobacco and is more than the receipts from the same source for the fiscal year ended June 30 1880 by 53 984851 Commissioner Baum recommends recom-mends a term of four years for subordinates subordi-nates with graduated pay and when retired to receive retiring pay equal tome to-me months pay for each year of service The statement is submitted which shows the receipts of internal revenue for the fiscal year 1879 were 113449621 fiscal 1880 8123981916 fiscal year ended June 30 1881 135229912 and the receipts for the first four months of the present fiscal year 50876970 being 7061722 in excess of the receipts for the corres ponding months of the last fiscal year The commissioner says If this increase hould be maintained during the remaining remain-ing eight months of the fiscal year the receipts for 1882 will be fully 157000 000 Whenever government will allow the reduction of internal taxation in my opinion it will be wise to confine these taxes to distilled spirits malt liquors tobacco to-bacco and its products and to special taxes on manufacturers and dealers in theo articles and to fix the taxes at such rates as will yield a good revenue necessary neces-sary to be raised from these sources Immediately Im-mediately after the close of the last fiscal year an examination showed that collectors collec-tors had accounted for all public moneys which came to their hands During the past five fiscal years 602310797 have been collected and the entire amount paid into the treasury without any loss to government by defalcation the entire expense of the past five years 21979 000 being 337 per cent upon the amount collected and in the disbursement of this money there had been no loss to government govern-ment Pensioning the widows and orphans of officers killed in the service is advocated The struggle maintained the past five years for the suppression of illicit distilling tilling has resulted in the killing of twenty eight and wounding of sixtyfour officers and employes 4 |
