and ready for the dutiei r of the day The customary forms l roll call ami prayer being gonE through President Snow announced the session open Whereupon Councilor Tunrbei presented a petition of Charles Angel Hendrickson praying for a change of hi oauae to Charles Henry Angel Bulow Jiving asa as-a reason that he wished to retain his ancestial name which was Bulow Accompanying the petition was a bill for an act for tho purpoie of changing the name in compliance with the prayer which was read once passed its first reading and on motion was laid on tho tible to come up in its order Councilor Thurber introduced a bill for an act to amend an act entitled Han Act regulating tho mode of procedure cedure in criminal cases approved February 22 1878 and asked its reference to tbo committee on judiciary It read and passed its first reading and referred to the judiciary committee Communications were received from President John Taylor Dr J B Park and the Faculty of the University Uni-versity and Adjutant W W McCam mon on behalf of General John E f Smith and staff acknowledging the courtesy of the Council in extending to them the freedom of that house Councilor Fotheringham introduced a bill for aa act to prohibit and punish keepers and others of opium smoking houses Read first time and referred to the committee on judiciary Councilor Smith introduced a bill for an act amending the charter of Salt Lske City The bill proposes a modification of the charter EO as to allow the city to borrow 250000 and issuo i bonds for building a canal for supplying the oily with water and specifying the amount of interest at 7 per cent at which such means shall be borrowed and the timo for which the bond shall I be issued namely for over three years and not to exceed fifteen On motion it was read and referred to the committee on muni cifal corporations and townsitoa and Councilor Caine wag created a member mem-ber of that committee Councilor Caine introduced a hill for an act to provide for condemning lands for canals for municipal and other corporations and for other purposes and moved its reference to the committee on irrigation and canals T1 e bill was read passed its first reading and GO referred The bill prcvldes that the city be authorized ized to condemn lands outside of the corporate limits for the construction of canal for making dams reser ors etc The Council then proceeded to take up the business on the table and the bill for an act to change the name of Charles Angel Hendiickson to Charles Angel Henry Bulow and that to change the name of Hans Jorgon Christiansen to Hans Jorgen Rasmus son were taken up read and parsed their second readings ta The President suggested that a committee on enrollment be added to the general list of standing committees commit-tees and on motion such committee commit-tee was created Councilors Wells and Smith being appointed 5U member Adjourned to Tuesday at 2 pm HOUSE The chaplain being sick Mr Gardner Gard-ner opened with prayer Tie Speaker announced tho presentation pres-entation of petitions and memorials in order Mr Grover presented two petitions from the Juab County Court asking reimbursement for certain expenditure expendi-ture which on hia motion were referred to tho committee on appropriations appro-priations He also presented the financial report of Juab County for 1878 and 1879 Mr Farr presented a petition from Richard Ballanlyne and 112 others of Weber County relative to barbed wira fences and moved its reference to the committee on trade and manufacture The petition stated that these fences were injurious to cattle and horsee and desired some legal provision against their use or that they be so guarded a not to work the injury complained of Referred Mr Dusenberry Fillmore and a bill accompanying accom-panying i asking that the chaitsr of that city be extended Mr Smith presented a bill for an at providing for the organizaton of San Juan County and defining its boundaries Ittaksa away portions of Kane Sevier Piute and Sanpeta Counties to form the new one and appoints the officers therefore The bill was put upon its first reading and afterwards referred to the committee com-mittee on counties Mr Penrose presented a bill for an act for the rearrangement of the First and Third judicial districts and ashes its reference to the committee judiciary The bill was read the first time and referred with instructions instruc-tions to have it printed Mr Farr presented the petitions of some 600 inhabitants of the northern counties asking for the cQuntep rearrangement rearrange-ment and division provided for in tho bill just read and desired that they be referred to the committee with the bill billMr Mr Pack called for the reading of oneof the 72 of the Compiled Com-piled Laws and presenting a substi tute therefor and asked its reference to the committee on manufacture trade etc The bill was raid and referred The Speaker announced thai the table was clear of business except as to the bill laid on the table a few days ago to be called up at any time Mr Pack moved that tho com mittee on judiciary be instructed to inquire whether there is
