Show City Council Proceedings at the City Couurif on Tuesday evening February 10 1880 Mayor Little presiding The special commi tae to whom was referred the subject of the diversion diver-sion of the waters of Red Butte Creek from the inhabitants of the Eleventh Ward to whom they rightfully bo long and what redress the citizens who were deprived of said waters may have reported that after careful investigation of facts thev fonnd that about 20 of the inhabitants of the Eleventh Ward lookout the waters of Red Butte Creek and applied the eaci9 for irrigation and other useful purposes as early as the year 1848 and had exhausted the entire supply from said creek prior to the year 1858 that in the year 1862 the military mili-tary post of Fort Douglas was established estab-lished fh Eon after r which a L portion ut tUD nabGiQ iri anu uicti were diverted from the lawful owners thereof for the purpose of filling reservoira and ponds and cutivating the growth of trees shrubbery vegetables vege-tables etc and tbat although at first the military authorities only consumed a portion of said waters for the purposes named during the last year the entire stream was absorbed and devoted to the lands within the military reservation reserva-tion The committee estimated that it will coat the inhabitants whose rights have thus been interfered with about 50000 to reimburse themselves them-selves with a like quantity of water from the Jordan Riverthe only available source for obtaining ita a point about twentythree miles from this city The committee therefore recommended that the memorial to Congress already drafted and signed by the inhabitants who have signe been deprived of their water rights askingan appropriation of the amount named above receive the appioval and hearty endorsement of the City Council Report accepted and its i recommendations adopted The committee on public grounds to whom was referred the several propositions for leasing Pioneer Square and the accompanying bids of Oliver Bess James T Wilson and John Heading submitted i a report wuii two recommenuauons leaving the Council to decide which to adopt viz 1st that the square be leased to the first named petitioner for the term of three years at a yearly rental of 130 2 that the square be leased for a term of years to some responsi ble party who instead paying cash rent for the use of it would be required re-quired to expend the amount of said rent in planting trees and making I improvements according to come definite plan to be decided upon by the Council The litter recommendation recommenda-tion was adopted and the committee having the matter in charge havin1 mater were instructed to continue their labors until the projected arrangements for Improving the square are completed The committee on public grounds to whom referred o WhOl was the petition of Lewis Oviatt asking the right of way for a wagon road through the eastside east-side of the Warm Spring Bath House enclosure reported and recommended that the prayer be granted Adopted Alderman ryper submitted nis report I re-port of cases tried in the police court for the month ending January 31st 1880 showing that 56 cases had been tried and 474 55 assessed in fines 18155 of which had been paid in I cash and 293 in labor 55 bad been I collected on back fines making the total cash paid into the treasury 236 55 Total cash and labor 52955 Approved The following bills were presented and allowed Jesse W Fox jr city surveyor for sundry survey 25 David James for ballotboxes used in city election job plumbing work at City Hall etc 3095 Henry Din woodsy for linoleum and rug for City Hall 1 B The bills of the judges of election for services at the municipal election February 9th 1880 were presented and allowed at the rate fixed by law l viz SOn each per hour as follows First Municipal Ward three judges sixteen hours 21 Second Municipal Ward three judges sixteen hours 24 Third Municipal Ward three judges fourteen hours 21 Fourth Municipal Ward three judges fourteen four-teen hours 21 Fifth Municipal Ward three judges thirteen hours 1950 Total 10950 Adjourned to next Tuesday evening even-ing at the usual hour |
