received from Revenue Collector 0 J Ho hater acknowledging the curt y of the Council in extending to him the freedom of their chamber Communications were received from the HousE tho first one announcing an-nouncing that that body had passed a bill for an act describing the fees for the Secretary of Utah Territory the second that the House had adopted a concurrent resolution authorizing the printing of ueventynve copies of the daily minute instead of 150 as previously ordered tho third document docu-ment conveyed the information that tbe representatives had passed 1 bill for an act providing for the organization organiza-tion of San Juan Counly and defining the boundaries thereof and the fourth communication ttiled the Houee bad passed the bill conferring exclusive original jurisdiction on justices of the peace The bills were then rend in the foregoing order the first time passed their tint reading and that describing the fees of the Secretary was referred t o the commit e on claims and appropriations tha one providing for tbo organization of Han Juan Oounty to the committee on countes and that conferring jurisdiction on justices of the peace t j the judiciary com mittse The Council concurred in the resolution reso-lution ordering tho printing of seventyfive copies of daily minutes Messages from the House were received re-ceived and read reporting the passage by that body of the bill changing the name of Christiansen to Rasmussen and that changing Charles Angel Heudrickeons name to Bulow both without amendment Councilor Thurber presented a petition from August Nielson and 141 other citzens of Sevier County praying for the opening of a road up the Sevier River through what is known as Marysvale Canon The petitioners represented that at the last cession of the Legislature a similar prayer was made and the Assembly AS-sembly viewed the matter so favorably as to insert 3000 in the general appropriation lp propriation bill but owing to the financial condition of the territory at that time it was dropped from the bill on tbe last day of the session The present petition renewed the request re-quest for an appropriation to be made by this tho committee on counties countes Councilor E Snow pressnted a report re-port from W E Snow assessor and collector of Washington County asking ask-ing for the remission of certain delinquent de-linquent territorial taxes amounting to 6617 nnd for the reimbursing of D Seegmiller exjsseesor to the amount of 1507 Referred to the committee on claims and appropriations appropria-tions Councilor Smoot from the committee commit-tee on municipal corporations and towuei6 reported back the bill amending the charter of Salt Lake City and suggested an amendment in tbe third section setting aside the collections from all licenses and Snes for the payment of the bonds instead of the collections from the licenses for the sale of liquors only and recommended re-commended its passage The report was received and recommendations adopted A communication was received announcing an-nouncing the passage by the House of the b 11 amending ssction 1020 of the Compiled Laws Councilor Merrill from the committee com-mittee on railroads reported back the bill empowering railroads to deed and mortgage their franchises it3 and he bill amending chapter 2 title 1 Complied Laws and recommended that the latter be attached to the former for-mer as an amendment Report accepted ac-cepted Councilar Barton introduced a bill for au act extending the boundaries ol Davis Countywhich was read once paaabd its first reading and was re erred to the committee on counties A message from the House was read saying that on the 15th inst a concurrent resolution was adopted by that body authorizing the sergeant atarms of each house to procure a copy of the Compiled Laws and the laws passed at the last session for the use of each branch of f tho Assembly to be deposited with the Auditor of Public Accounts for future Legislatures Legis-latures but that the resolution bad been mislaid until now The Council Coun-cil on motion concurred Councilor Oaine moved to take up the bill amending the charter of Salt Loko City which was accordingly done The amendment proposed Dy tho committee was adopted and the second reading was proceeded with and the bill was amended in several place and a motion to strike out the clause exempting the bonds from taxation gave rise to some Hltl die cuESion Councilor Smith hoped the motion would not prevail as i it did the main object of the measure would he defeated The city was famishing for water Already the corporation bad borrowed bor-rowed money to the amount of nearly 70000 The interott op the bonds was fixed at 7 per cent and if they were made taxable the interest would have to be increased 1 or 2 per cent Slid our local railroad companies issue bonds which are cold in the east and no tax is derived therefrom then why tax the citys bond issued for so laudable a purpose This city paid over one fourth of the territorial tax and should be favored especially as by the issue of these bonds the people are t be so largely benefited by tho bringing of water into its limit Councilor Caine urged that this clause should not be stricken out for cause i i ao the rate per cent would have to be increased a a 7 percent bond could not b sold at par i made taxable able The bode need not necessarily go into the hands of capitalists as they were put at such low denominations denomina-tions that any person having 50 could purchase a bond and the objet was to keep them at home and give our citizens an opportunity to invest their savings in this way As the corporation had no revenue but what I it derived from its citizen then why increase the burthens of ibo people by taxing these bonds The money to be derived from their sale is to be expended in bringing bring-ing increased water which meant increased growth of the city increased taxation and consequent increased revenue The water ta now all monopolized mon-opolized and last summer people suffered for it for domestic purposes Salt Like City was opposed to borrowing bor-rowing money and many would op > ose the issue of bonds except for this praiseworthy and vital object Councilor Smith said if the bonds were made taxable by to territory and county it would work hardship lto every man who held them and they would be negotiated abroad in order t raise tha means The city should be aided now at there are already several canals taking water from tbe Jordan and unless this city secures her water this season there are still others projected which will absorb all the water Councilor E nOw said the principle prin-ciple of exempting bonds from taxa ton was a state one Ho was not opposed op-posed lathe issuing of the bonde but he spoke not as a member of the City Council but maie the proposition proposi-tion to strike out the clausa in question ques-tion a a sound policy to govern the territory He was willing to vote for the special power to issue the bonds but he asked is it necessary to exempt them from taxation The city could exempt them from municipal taxation taxa-tion bat this is not what is asked for it is from general and special taxa lon Bonds it had been remarked by one of the honorable gentlemen who preceded him are not taxable hut he differed from him all domestic domes-tic bonds he thought were taxable and he objscted to modifying the revenue law to exempt this class of bonds I was just that Salt Lake City should be favored on account of her paying eo large a share of the territorial and county revenue and it was an argument against her asking for any more special favors He was not in favor of granting moro to one corporation than to another When we exempt these bonds we exempt other evidences of wealth He then referred to the exemption of tae ui onat bonus from taxation by the general government and by the eev ral states which was condemned as an unjustifiable and unwarranted measure as speculators were growing rich and becoming bloated by band ling them This is the first case of a coporation asking power to issue bonds and other cities and counties countes would olow suit and ultimately we would be saddled with a public debt I this legislation is adopted our floating debt will be carried around in the pockets of the capitalists while I tho working masses bore the burden of the debt After tho reading and acceptance of the minutes the Council adjourned until Thursday at 2 pm HOUSE A communication was received from thc Council announcing that that body had passed a bill changing the name of Charles Angel Hendrick son to Charles Angel Henry Bulow The bill was read the first second and the third time by its title and passed The Speaker appointed aa tha standing committee on fish and game W D Johnson jr 0 G Snow and George D Snell the same names that were on committee on postal aflair now abolished A message was received from the I Council stating that the Council bad I pas = ed 9 bill changing tha name of tan uorgen unnstiinsen to Hans Jorgen Rasmussen Tho bill was read the first second and third time by its title and passed Mr Smith from the commraittee on agriculture trade etc reported re-ported and recommended its passage a bill for an act amending section 72 of the Compiled Laws of Utah I provides that section 72 bo amended by striking out of the fifed and sixth lines the words on application of the county court and by striking out the words making application in the last line of the section The bill was read the first second and third times by its title and pased The title wa3 slightly amended and the bill E adoptsd Mr Murdock handed in a petition from F C Murray and 110 others and wished it read and referred to the committee on roads bridges etc The petition asked for an appropriation appropria-tion of 3000 to make a road following follow-ing down the Sevier River instead of over the mountain aa now which is almost impassable for loaded teams The cost is estimated at 3OCO and i is chimed that the road has almost become a necessity owing to the die covery of mines in Pinto County I The petition was read and referred Mr Peery presented a bill to amend the charter of Ogden City and asked its reference to the com mitt e on corporations The bill changes some words in certain sections sec-tions prohibits the bringing of paupers pau-pers or mendicant into that city provides for the division of the water flowing into the city by the City Council and for tho laying of water mains assessing ol water taxes etc Read and referred Mr Fisher presented a bill for changing the time of holding general elections in the territory In presenting pre-senting I he stated that his object was to obviate the holding two elections elec-tions in one year and thus cave a great deal of expense to tho territory I amends section 17 by striking out all of the section after the enacting clause and substituting therefor Tha annually on the Tuesday next alter the first Monday in November there shall be a general election held in each precinct in the several counties coun-ties for choosing all officers not otherwise other-wise provided for Referred Mr Winn presented a bill on irrigation irri-gation and moved its reference to tb9 committee on Nephi asking that that town be incorporated a a city He also presented a bill covering the matter in the petition and moved that both be referred t 1 the committee on incorporations and counties without readir Referred Mr Farr chairman f Use judiciary judic-iary committee reported t ici the bill to amend section 1732 of the Compiled Cm piled Laws with amendments Mr Pack moved to recommit the move bill to the committee and after some discussion the motion was nut and carried Mr Murdock remarked that inquiry in-quiry had been made about the divorce bill referred to by Mr Pen rose and the pritta copies bad been taken 10 the Council but that proper care bad not been akcn of the bill but enough could probably be obtained ob-tained for the Ute of the members Mr Murdoak aked for an expression expres-sion of the House aa to the number of copies of each of tho financial reports ot the different counties that it is desired de-sired should be printed Without taking any action on the
