the Governor had determined to issue the certificate to Campbell holding that Gannon was aa alien Tnis also was doubted because it wai known that Mr Cannon had been duly and regularly naturalized and the question of his citizenship passed upon favorably yeara ago bj a congressional con-gressional committee Governor Murrays conduct in this territory had forced us to regard him aa a person per-son Campbell Will to get the certificate though the gentleman gentle-man had not written his protest nor was it known upon what ground ks would claim to represent the people who had repudiated him at the
