| Show UTY COUNCIL V Proceedings of the City Council on Tuesday evening August 28 1883 Mayor Jennings presiding i A petition was presented from John Walsh and twenty others representing re-presenting that the ditch on the north side of Fifth South street between be-tween Tenth and Eleventh East V was not in a condition to carry off the waters that frequently towed therein which weradamaging the road by catting gullies etc also that the ditch on the west side of Eleventh East street between Sixth and Seventb South should be located lo-cated and cut V so that the property owners who were desirous of planting shade trees could do soon so-on the proper line of the street and sidewalk Referred to the committee on irrigation ir-rigation The Standard Oil company by Charles A Watton agent made application ap-plication for a special license to store and keep for sale in unlimited quantities in a building erected for that purpose on tbe corner of I Second North and Fourth West streets inasmuch as the proper committee had found said building to be suitable theiefor and in compliance com-pliance with the city ordinance Referred to the committee provided pro-vided by law consisting of the inspector in-spector of buildings city marshal and chief of fire department with instructions to ascertain if the building of the Standard Oil company com-pany conforms in all respects to the provisions of the ordinance ad to report V The committee on streets and alleys to whom was referred the petition of Moritz Cullen in relation rela-tion to excavations being made from their cellars etc reported that they had visited the locality and examined into the matter andre and-re that for whatever good gravel the petitioners would deliver under the direction of the supervisor Qf streets on Fourth South street they be allowed ten cents per yard and that they have the privilege of dumping that portion por-tion not fit for street graveling purposes pur-poses into a washout on Fourth I East street under the direction of the supervisor Adopted The committee appointed by resolution reso-lution at the special session of Saturday Sat-urday August 25th to arrange and provide for the funeral ceremonies I over the raains of Andrew Burt lateMarshal of Salt Lake City also to prepare suitable resolutions of respect reported they had attended to the duties assigned them and pre sented tha minutes of their proceedings pro-ceedings and a draft of the resolutions resolu-tions respect for the approVal of the Council The minutes of the committee meetings werethen read and their report accepted whereupon the less olutions of respect were also read and adopted as follows Resolutions Respect to the memory of Captain Andrew Burt City Marshal Adopted August 28th 1883 Whereas in the mysterious providen ces of Almighty Godour beloved brother and fellow officer Captain Andrew Burt City Marshal has been stricken down by the hand of an assassin and Whereas our intimate relation to the deceased in his official capacity for along a-long period makes it fitting that we should place on record our sentiments of sorrow and affect on which this melancholy melan-choly affliction has awakened therefire Be it Resolved by the Mayor and City Council of Salt Lake city that we deeply I deplore and execrate tbe cruel atrocious act that has deprived the corporationof a true and valiant officer the community of an honest and upright citizen the church of a zealous and faithful official member and a large family of a kind generous loving husband and father Resolved That we recognize in the career of Uapain Burt the highest ex reflion oi the noble qualities of a true man I V In 1869 he became associated with the police force of which he wag appointed chief three years later In 1876 be was elected City Marshal and discharged the varied dutie3 of the office promptly and efficiently the hour of his death In these important positions of trust and of danger Captain Burt bus bad opportunity oppor-tunity to display the high character and principle which have difltineaished him among his fellow men As an officer of the municipal court custodian of the corporation property and conservator of the publb peace Marshal Burt proved himself competent incorruptible and vigilant creating friends among all daises of men and winning their universal respect re-spect and admiration In tbe history of Salt Lake city circumstances have frequently fre-quently placed the police force in tbe foremost position danger calling forth from them manifestations of great courage cour-age > intrepidity and daring as well as tbe employment of tbe detectves cunning cun-ning and strategy On such occasions Captain Burt was preeminently a leader of hii men Ha was cool deliberate and cautious in planning quick decisive j and complete in executing His work was always well done and while mercy and B humaneness not ofteo accredited to men in his position have ever accompanied accompa-nied his measures of enforcing obedience to the police regulations the law has ever been vindicated by him and peace good order and quietness preserved even under the most trying and difficult circumstance cir-cumstance Resolved That we sincerely sympathize with the bereaved family of the deceased and earnestly beseech tin comforting influences in-fluences of tbe Great and Holy Spirit to be ever around them and that we commend com-mend the example of their husband and father as a worthy guide and stimulant to success and happiness in life On motion the resolutions were ordered to be spread upon the minutes min-utes and engrossed copies presented to the family of deceased The following appropriations were made To road and street account ac-count to be drawn upon the orders i of the supervisor 81000 to water masters account to be drawn upon his orders 81000 Adjourned BOARD OF EQUALIZATION Fursuant to law and published notice the City Council met as a I hoard of Equalization at 6 oclock Tuesday evening and V heard and determined such complaints to the assessed valuation of property on the city assessment roll as were presented pre-sented Applications for remittance of taxes from the insane idiotic infirm in-firm and indigent were deferred for consideration hereafterV The board adjourned to Thursday evening August 30th at ij oclock |
