Show THE DISGRACEFUL scene in the House of Representatives on Tuesday Tues-day was an aggravated instance of those occurrences which are becoming becom-ing entirely too frequent in the national na-tional legislature Two or three happen at every session and while only a certain Jew Congressmen engage en-gage in them the entiro Congress is responsible for these cutragts vh ch tend to bring dir ce upon the Lire tion So long as Cjngrew passes over in silence or administers only mid rebukes these disgraceful scenes rill occur In the 293 representatives and 76 senators there are certain to be found some bullies and braggart I of the SpsrkiWeaver order there are certain to he some men who do not know how to be gentlemen nor understand un-derstand what the dignity of a legislator legis-lator means and these few are breaking break-ing out and making displace ol themselves whenever the occasion presents itself They ara not bullies in he popular acceptation of tbe term and are mi entitled tj the re spent that is aosordeJ tj the bruisers to be found in the lower orderj o society They copy the low minnere and ru ffi IDly surface cnanctenstics ol the professional bully but are lacking in the qualities which furca ordinary people to have tomo decent regard and consideration for 110 rail blackguard black-guard It these congressional braggarts brag-garts possessed the personal courage which they assume they would > not make dioptey of wanting to fight in tbcxbalLiot Congreee they Fouls Lf i slow to nSibit t jeir bravery there A man who calls another a liar on the floor of the House or Senate chain bor fa not only lacking in the instincts in-stincts 01 a ganOeraau bat is a coward and would be exceedingly chary ia the use of osmive utter ancea where bis opponent could resent re-sent them after the manner of men A coward will make a loud exhibition of courage whero there 13 no danger Weaver and Sparks will hurl defiant threats at each other giving good occasion oc-casion for a fight and even fly at each other as if bent on a personal encou ntsr > but they do all this in the presence of two or tbrco hundred men who they know will not permit per-mit them to fit Left alone and beyond be-yond the possibility of outside interference inter-ference we undertake fo Bay that Sparks and Weaver weald be most civil reach taking pains to avoid offending the other If they are not that kind of men then they arc ex ceptions to the generally of binders and phenomenal in tber way And what is the punishment that their brother lawmakers impcsa for the grcea breach of law of rules of deportment de-portment and of common decency The House permitted the offenders to apologize and then dropped the matter If Congress expects to preserve pre-serve dignity in this manner it will be sadly dieappdiLtid It is no punishment pun-ishment is not even humiliating to men who could be guilty of Tuesdays outrageous proceeding to make humble hum-ble apologies for their conduct Indeed In-deed they rather enjoy apologizing as it gives them more of the kind of notoriety that they like Next week they would again make a disgraceful bluff and again apologize The Souse should have promptly and without ceremony expelled the bullies bul-lies as persons unworthy to sit in a body that ia making laws for the government at the country Only by some such action can these disgraceful scenes be stopped and respect for Congress be maintained If this were the first time that such things had occurred there might be some excuse for extending ex-tending a plea of leniency on behalf of the culprits but these outrageous occnrences are happening frequently both in tbe House and the Senate where there are scenes which happening hap-pening in a beergarden or some low dive would cause the officers to abate the place AS a nuisance Sparks one of the parties to the fates row engaged in a similar fracas once before lin Congress and Weaver is noted for his insolent overbearing conduct Both are fit to be turned out but neither is fit to hold hie seat |
