Show Rowe 8qfellIulor Washington 2 President Arthur this evening said his plans far leaving Washington Wash-ington tomorrow had been somewhat disarranged and that he will probably not start for F o ids for everal days It is i surmised from this remark that the President has been advised by Brewster hat the appointment of a successor to Howe mint bo made within ten days from the date of the latters death and that the President delays his departure depar-ture in order to determine this question The opinion of the attorneygeneral on the subject of the Presidents power in regard to filling the vacancy in the post office department is in effect that toe President can make a temporary designation de-signation for ten days only but Arthur i holds however that the first assistant postmaster can legally hold the postmaster post-master generalship for ten days without such designation By this construction of the law tho President Is allowed twenty days from the creation of the vacancy within which to make the ap pciatment The President will probably leav this city on Wednesday mOlDing for Florida and it is stated at the White House that DO appointment will be made until after his return |
