chairman chairman man of the senate committee on mili militia militia tia tin and in the Ole house ho se by DY General Dick Dickof Dickof of Ohio who is chairman cha of ot o the com corn committee committee on militia in that body bod Copies f f the bill have bave been received here and andi i discussed in an informal way by b many of the members of the guard and at this time it it is stated that the concen sus of ot opinion is that the measure with witha a very ver few changes hould be passed At this time the guard of ot nearly all aU the states is but a shadow of the organization which it should be Only the richer ric er commonwealths can maintain a national guard in the man manner manner ner ncr it should be maintained and in ip instates states like Uke Utah where the finances of carefully are to supersede the old and an altogether im impracticable impracticable practicable ble laws of 1732 1792 which strange to say are yet In In force It is the desire of congress that the guard guald shall be organized so that it may be main maln maintained tamed as a a state organization for use usein usein usein in state stat troubles without ith ut impairing its usefulness as such a the organized militia and its organization equipment and discipline pline are required JO to conform to that of of the regular est establishment In cases of danger of invasion rebellion or riot riot schools or col l for officers officer established by order of the war department dep ment shall receive the same game pay and id allowances as an officer of the regular army attending under orders The e secretary of war is authorized to convene boards of f of officers to o examine as to fitness from time to time those who wish to become officers The previous service erice of the officer will count in his favor It is understood that this action on the part of these boards wilt will abolish the method of choosing officers of companies troops and batteries by br election and that selection will be made by reason of the fitness of the candidates If the applicant passes he will be entitled to a certificate entitling him to a com corn commission commIssion mission in any an volunteer force farce the secretary of j war is authorized to p men who have served in l the regular army arm in the forces or an any organ izet militia who shall agree to report i once p per pOr r year anti and who shall shan receive 10 each for so doing d Thus the th bill provides for an militia to be known as tie the na guard and unorganized militia subject to call callAs callAs callAs As stated the bill Is being carefully read and discussed by officers and members of the guard and it is likely that the Utah delegation will be called upon to listen to a few suggestions from the members of the guard of this state The framers of the bill will re ye such suggestions so it is stated in n a very kindl spirit and those who Wh have bave anything to offer would do well to forward them while the measure is yet
