| Show I A Question of Importance I IT IT T is without doubt true that Salt Lake needs a aI I reserve reservoir system and aud steps toward that end should be he taken The Tho meeting is to 10 commended 4 for reco recognizing this need but that does not accuse cuse 4 its ifs neglect t to probe the immediate reasons l for this recent trouble This community has needed a arc reI re reserve re- re I serve reservoir reservoir for some years rears yet never before did it suffer a calamity such as that which is still fre fresh h f in tho the minds of the people Previous administrations I Lions guarded g against t freezing freezing- of the water sources and thus prevented a shortage the pre present city government d dd d not do ilo so we are Ire ns assured l on ic- ic I liable Hable authority yet yei a meeting called to fi fix responsibility I in order to prevent pre a recurrence firmly anda and a designedly ignores the crucial question before it I I Any recommendations that do not include the thc thet t removal of all aU contributing contributing- causes canses of the recent water shortage are arc obviously ob valueless If official I carelessness and lack of or ordinary precaution were wore I in an any degree responsible for the re recent nt hardship undergone by the people of this city such misfortune misfortune t tune may occur again unless the tho citizens strike I boldly at the very root of the evil em A reserve water supply would bo be no more proof fool-proof than is the present system t Had the meeting g permitted that free and frank J discussion which was in invited ted in the call and andI I had decided decide after hearing bearing opinions and statements t of fact that lack of ample reserve supply was wholly I at fault there could be no criticism Had it thoroughly thor thor- t probed the causes of the suffering recently undergone and listened d patiently to whatever er evidence evi dence might be brought tending to convict the city government nt of neglect and carelessness and had I then decided the waterworks department was v not at fault no logical complaint could have been made J But the calm refusal to permit discussion of ot this I phase of the tho matter thatter and insistence upon assuming a clean bill of health for the city government go without without with with- ith- ith out hearing evidence to the contrary evidenced e a carefully prearranged program by some person or I persons to totally tall at varian variance with that of those who called the meeting and alid the impartial objects these bad had in mind The Herald Republican has not hesitated to applaud apt applaud ap ap- ap- ap t plaud the good works of any department of the city government it has repeatedly praised the fire and I health departments both of which we consider ofa of a 8 high degree of efficiency b because of the results I achieved We T e did not criticise the water department department depart- depart I ment with reference t to the recent affliction until we weI I had bad investigated and found that it merited cont con con- t 0 our discussion of its shortcomings fol foI- fol- fol lowed by twenty-four twenty hours that of the Salt Lake I Tribune whose sub subservience in the past guarantees that it held no malice or disposition to place blame where none was observed We submit I j I that t tho the Commercial Club meeting should have been o open minded minded n-minded also nIso i |
