Show Foxley honored with USU Alumnus Award Utah State University recently presented its Distinguished Alumnus Award to Dr. Cecelia H. Foxley, Associate As-sociate Commissioner of Higher Edu cation for Utah. Jay Haws, director direc-tor of the USU Alumni Association, Associa-tion, said the Distinguished Alumnus Award is the highest honor presented solely by the association. It is for extraor- v- O Vn or co-author of six books and several articles on educational management, non-sexist counseling, human relations rela-tions education and equal opportunity-While a student at USU Foxley was active in student government and student stu-dent organizations, was named "Woman of Year,' and was selected as the outstanding graduating woman. She also brought recognition to USU and the state of Utah by winning the National College Queen title. After graduating with honors from USU, she continued her studies and received receiv-ed a master's degree in English and a doctorate degree in educational psychology psy-chology from the University of Utah. Foxley was honored at a reception and Founders' Day dinner at USU March 7. She resides in Bountiful with her husband, Dr. Arthur E. Smith, and daughter, Stacy Kay Smith. She is the daughter of Mr. and Mrs. Vestil S. Harrison of Centerville. dinary distinction dr. CECELIA and service.
