Any person who is the owner of record of property proposed to be assessed in the Special Improvement District No 23 described in the Notice of Intention shall have the right to file in writing a protest against the creation of Special Improvement District No 23 or to make any other objections relating thereto. Protests shall describe or otherwise identify the property record by the person or persons making the protest. Protests shall be filed with the City Recorder of Murray City, Utah, on or before 12 00 noon on the 31st day of March, 1987.
