It was further pointed out that increased revenues from taxes and collections combined with lease savings from Peterson and Magna bran- Foundation last week unveiled a new master plan for library development that generated Library support from all five communities involved. It is estimated the construction package could be accomplished for approximately $5 million. There are two options for financing the work. The library foundation as a corporation could develop the libraries and lease them back to the library system. The buildings would be donated to the library system at the end of 25 years, and the foundation would raise the funds for development through land donations, professional and corporate donations, grants and lease bonds. Also, Salt Lake County could create a building authority to bond for $5 million. The Utah Supreme Court decided in 1985 that counties may create a building authority to bond for construciton projects without holding public votes and without- affecting county bond ches should cover increased operating costs for the new facilities. It was also stressed that the proposed master plan for library development is an integrated package, and to alter any portion of it will result in higher costs. For example, if only Magna were closed and new libraries were built in Sandy, West Valley, Taylorsville-Bennio- n and d direct 14.000 square foot libraries in Taylorsville, Magna and South Salt Lake. The County Library System currently includes about 79 percent of the population within the service districts of its facilities. The new master plan for library development includes 92 percent of the population within the service districts of Salt Lake County library facilities. Nearly 275,000 people will be directly affected by the construction project. After taking into consideration overlapping branch service areas, the Peterson branch serves just over 34.000 people and West Valley serves e just over 53,000 people within a radious. Rather than build additional facilities in these cities which, would require all new staffs and collections, it is proposed that the current facilities be replaced with larger buildings that could better serve the wider geographic area - ratings. In either case, it will be necessary for the County Commission to commit to an annual increase of $450,000 which could be used fo lease payments. At current assessment levels, that would be the equivalent of .23 of a mill. The sale of West Valley, Smith and South Salt Lake branches would cover the cost of furniture and equipment, materials and architectural Magna, operating costs would increase about $1 million annually. Salt Lake County cannot afford this expense, the Library Foundation said. The Foundation proposes to build 23.000 square foot cluster libraries in Sandy and West Valley, as well as fees. According the County Library Foundation, one of the great advantages of this plan, besides its low cost, is its minimal effect on operating expenditures. This can be achieved through maintaining the same number of buildings within the library system, transferring existing staff and collections to the new buildings and continuing the current two-mil- Leads THS Student Body as regional libraries. By doing this, Peterson would serve more than people and West Valley would serve more than 77,000 people. Significant growth has also been experienced in the Magna area over the last decade, as well as in Hunter, and the population is continuing to in e crease. The Magna Librarys radius service district currently includes nearly 23,000 people. It is estimated that the new facility would serve more than 31,000. Both South Salt Lake and the Granite Park area served by the Calvin S. Smith Branch pose different kinds of problems. The circulation of both South Salt Lake and the Smith branch has declined each year since 1981 and is very low. South Salt Lakes circulation over the last 10 years was just over 82,000. Due to its proximity to the South Salt Lake border, South Salt Lakes service area includes only 10,000 residents. It is proposed that the two libraries be replaced with a larger more modern facility in the South Salt Lake redevelopment area, near 7th East and 3300 South. The South Salt Lake and Smith branches would then provide basic staffs and collections for the new facilities in South Salt Lake and , Taylorsville-Bennionwhere a branch library located near 5300 South and Redwood Road, would serve more than 40,000 people. In spite of the fact that the master plan for library development contains aspects that might be considered controversial, community leaders from the involved areas have willingly pledged their support for the proposed construction pro76,000 two-mil- gram. A Taylorsville-Benniolibrary located west of the Family Center will be a tremendous asset for all of the Taylorsville-Bennioarea, n n Donna Crase, vice chairman of the Taylorsville-BennioCommunity Council said. We support this much needed and long awaited library. Magna needs a new, freestanding library, said LaRee Pehrson, Magna Council president. I support the proposal for constructing a new library in Magna. However, it should be at a location that best serves the needs of all the people in the Magna area, following criteria that takes into consideration traffic patterns, accessibility and close proximity to public transportation." Mayor Jim Davis of South Salt Lake, said, I support the development of an expanded South Salt Lake Library for our city. This new facility will serve the people who now use Jhe Calvin Smith and South Salt Lake libraries. I support a new library for West Valley City, Mayor Mike Embley said, one which will be approximately twice the size of our current facility. If the new library is located in an area near 36th and 40th West and 35th and 38th South, it will enable all of our citizens to be served effectively and allow the County Library System to replace the current facility. In summing up, Sandy Councilman Bryant F. Anderson said that the Peterson Library does not meet the needs of the people of Sandy City. He noted that population growth and library circulation increases have rendered this facility inadequate at best and hopelessly congestive at worst. We need to move forward now for greatly expanded library services, and I emphatically support this proposal for library development in Sandy which will be commensurate with our library needs and our financial contribution to the system, he concluded. n ALL WET , . .
