The fourth most pressing need is the development of a responsible, comprehensive plan which addresses land use and development policies for our city. Incompatible land uses in close proximity many times cause conflicts, dissatisfaction in the living environment and unnecessary strains on city services. The fifth most pressing need is to find ways and means of financing the municipal services the citizenry expect. This may mean calling upon the best financial minds in our community, in and out of government, to man a standing committee to advise the city council on sources of nontax revenues for financing city government. A sensible prioritization of projects must be made and properly planned. Growth of the city must be controlled by a planning and zoning master plan. This plan must be consistant with the desires of the people. My experience in planning and budget generation and control, coupled with personnel and resource management abilities, will be a valuable asset in making the many major decisions required of a councilman. It is my firm conviction that the residents of West Valley City de- serve top quality representation by councilmen who will work hard and effectively in making West Valley City equal to its potential. 2-Ye- ar At Large William E. This should bring about a reduction in personal assess- ments. I deplore wastefulness and excessive extravagant spending. I feel that government expen- ditures must be tightly controlled. Another pressing concern of our city should be sales tax distribution. It has been proposed that method of distribution' of sales taxes be changed. Such a move would distribute sales tax based on population rather than keep dollars in areas where sales are made. Such a plan would destroy our tax base and take away the incentive for new business development. I feel West Valley City should be able to keep all the tax dollars accrued in our area.
