Plans for construction of a gold and precious metals refining plant in this city took a major step toward culmination here Thursday. The City Planning Commission unanimously approved Johnson Matthey Investment, Inc.s proposal for a refinery complex at 4600 W. 2100 that South, pending assurances operations at the plant will not create odor problems. Elizabeth Haslam, a local attorney firm, representing the London-base- d said she did not anticipate any difficulty resolving commission concerns about the emission of obnoxious odors from the plant. Now that the company is virtually assured of receiving a conditional use permit, only the finalization of financial arrangements remains before West Valley City issues up to $10 million in tax free industrial revenue bonds to aid with construction of the plant. The City Commission already has passed a resolution of intent to issue the bonds, which allows the company to use the citys name in obtaining financing at a low interest rate. Before the bonds actually are issued, West Valley must receive a financing plan from the company, the name of the bond broker, a BENEFICIAL . . .
